This procurement was originally issued as a Total Small Business Set-Aside but Amendment 0001, effective September 24, 2026, removed the set-aside and opened competition to all qualified firms. Quoters who submitted prior to the amendment may keep their quotations active without resubmission unless they wish to revise.

Laboratories must be NIST NVLAP-accredited for asbestos analysis and EPA NLLAP-recognized for lead testing. Destructive testing is permitted only at the Togiak headquarters building and only in areas with renovation scheduled and explicit Refuge Staff approval.

The contractor must complete field sampling within 45 calendar days of award, submit draft reports within 30 days after field completion, and deliver final reports within seven days of receiving government comments, with total performance not exceeding four months. The period of performance runs September 28, 2026, through January 28, 2027. Quotations must be submitted electronically as a single consolidated PDF to oscar_orozco@ios.doi.gov with the solicitation number in the email subject line.
