Team, Goods & Services, Acquisition Operations

This is a combined synopsis/solicitation for commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) FAR Part 12, including the simplified procedures of FAR 12.201-1. This announcement constitutes the solicitation.

Quotations are being requested for the requirement described below.

Solicitation No. 140FS126Q0206 is issued as a Request for Quotations (RFQ) for asbestos-containing material (ACM) and lead-based paint (LBP) assessment survey services at identified Togiak National Wildlife Refuge facilities in Dillingham, Alaska. This acquisition is a Total Small Business Set-Aside. The Government intends to issue one firm-fixed-price purchase order.

1. Request for Quotation The Government intends to issue a firm-fixed-price purchase order to the responsible small business quoter whose quotation conforms to the solicitation and represents the best value to the Government, price and other factors considered.

A quotation is not an offer. The Government's issuance of a purchase order in response to a quotation constitutes the Government's offer. A binding contract is formed when the supplier accepts the purchase order in writing or commences substantial performance.

2. Requirement The Government requires commercial environmental assessment services consisting of asbestos and lead-based paint inspection, sampling, laboratory analysis, quantification, reporting, and planning-level remediation cost estimates for the facilities identified in Attachment 1 and the sampling matrix. The Contractor shall furnish all labor, supervision, travel, transportation, equipment, sampling supplies, personal protective equipment, laboratory services, reporting, and incidentals necessary to accomplish the requirement. Complete requirements are contained in Attachment 1, Statement of Work. The firm-fixed-price quotation format is provided in Attachment 2, Bid Schedule.

3. Contracting Authority Only the Contracting Officer is authorized to make contractual changes or authorize work outside the awarded scope.

Government technical personnel may coordinate access, scheduling, inspections, review of deliverables, and routine technical matters but are not authorized to change scope, price, terms, or period of performance. Oral direction does not modify the purchase order.

4. SAM Registration Quoters must be registered, active, and eligible for award in the System for Award Management (SAM.gov) at the time required for award. Quoters shall provide their Unique Entity Identifier (UEI) with their quotation.

5. Questions Questions shall be submitted by email only to Oscar Orozco at oscar_orozco@ios.doi.gov no later than September 15, 2026. Oral explanations or instructions are not binding. Only a written amendment issued by the Contracting Officer may modify this solicitation.

Solicitation No. 140FS126Q0206 - Togiak NWR Asbestos and Lead-Based Paint Assessment Survey Page 2

6. Evaluation Factors and Basis for Award - Best Value The Government will evaluate quotations using the streamlined procedures of RFO FAR Part 12. Award will be made to the responsible small business quoter whose quotation conforms to the solicitation and represents the best value to the Government, considering Technical Capability/Relevant Experience, Past Performance, and Price. Formal numerical scoring, adjectival ratings, an evaluation plan, and establishment of a competitive range will not be used.

6.1 Technical Capability / Relevant Experience

The Government will comparatively evaluate the extent to which the quoter demonstrates relevant experience and capability performing asbestos and/or lead-based paint inspections, sampling, laboratory coordination, assessment, and reporting similar to this requirement. The Government will also consider whether the quotation demonstrates availability of personnel and laboratory resources meeting the mandatory qualifications in the SOW.

6.2 Past Performance

The Government will evaluate relevant past performance using vendor-provided references and other reasonably available information. The Government may consider quality, timeliness, successful completion, and customer satisfaction. The Government is not required to contact every reference. A quoter with no relevant past performance will be evaluated neutrally and will not be penalized solely for lacking a relevant performance record. Favorable relevant past performance may constitute a comparative advantage.

6.3 Price

The Government will evaluate the total firm-fixed price for complete performance and determine whether the price is fair and reasonable.

6.4 Relative Importance and Award

Technical Capability/Relevant Experience and Past Performance, when combined, are approximately equal in importance to Price. The Government may select a higher-priced quotation when a meaningful non-price advantage warrants the additional price. As quotations become more comparable under the non-price factors, price will become increasingly important. The Government will not pay a price premium when the comparative non-price advantage does not justify the additional cost.

The Government may communicate with quoters as necessary to conduct an efficient evaluation and may request clarification or revised quotations when appropriate under RFO FAR Part 12. The procedures of FAR Part 15 do not apply to this comparative evaluation.

7. Quotation Submission Requirements Quotations shall be submitted electronically to Oscar Orozco at oscar_orozco@ios.doi.gov and must be received no later than September 17, 2026. Quotations should be concise and contain only the information necessary for evaluation.

• Completed Attachment 2, Bid Schedule, including the total firm-fixed price.

• Legal business name, address, point of contact, telephone number, email address, UEI, and confirmation of active

SAM registration.

• Up to three relevant projects completed or substantially performed within the past five years. For each, identify the customer, approximate performance dates, a brief description of the work, and why it is relevant.

• For the projects identified, provide a customer point of contact, telephone number, and email address, if available, for past-performance purposes.

• Identify proposed asbestos inspection personnel and provide documentation demonstrating the mandatory

AHERA/Alaska registration qualifications in the SOW. Identify proposed laboratory resources and required accreditations. For lead work, document relevant non-residential lead survey experience and any applicable XRF registration/operator training when XRF is proposed.

• Identify any exception or deviation from the solicitation or SOW. If none, state "No Exceptions."

Lengthy technical proposals, management plans, staffing plans, photographs, and other documentation not specifically requested are not required.

3. GUIDELINES

Primary technical contact: Stan Culling, Acting Refuge Manager, Togiak NWR, (907) 842-8400, stan_culling@fws.gov.

Secondary/alternate technical contact: Robert "Rob" McGinn, Regional Environmental Compliance Coordinator for Regions 3 & 7, (612) 518-1237, Robert_McGinn@fws.gov.

Government technical contacts may coordinate access, scheduling, inspections, review of deliverables, and routine technical matters. They are not authorized to change scope, price, terms, or period of performance. Only the Contracting Officer may authorize contractual changes in writing.

The inspector shall take sufficient samples of all suspected ACM building materials and commercial products and LBP, where required, in accordance with this SOW and stricter applicable requirements. Suspect samples shall be collected using appropriate sampling tools and leak-tight containers. Each sample shall be individually numbered, recorded on a sample log with material description and quantity, and submitted under chain-of-custody to the applicable qualified laboratory.

Sampling debris generated by the inspection, including protective clothing, contaminated wipes, respiratory cartridges, sample remnants, and similar inspection-generated waste, is the Contractor's responsibility. The Contractor is responsible for proper handling and disposal of waste generated by its inspection activities. Existing hazardous materials identified during the survey remain Government property and are not part of the Contractor's disposal responsibility unless separately authorized in writing by the Contracting Officer.

A. ASBESTOS

The assessment shall identify friable and non-friable ACM and asbestos-containing commercial products. The survey shall include identification, measuring, quantifying, testing, and planning-level remediation cost estimating for Regulated Asbestos-Containing Material (RACM), Category I and Category II non-friable asbestos-containing building materials, and commercial products that contain asbestos.

A.1 Inspection Procedure

1. Use proper bulk sampling methods for suspect ACM, including wetting with amended water, encapsulation after sample collection, and cleanup of debris associated with sample collection.

2. Obtain randomly distributed samples from each homogeneous area in accordance with Table I. A material may be assumed to be ACM without sampling when the Contractor documents the basis, or sampling may stop when analytical results establish the material as positive where permitted by the applicable methodology.

3. Locate and quantify homogeneous areas of surfacing materials, insulation, miscellaneous materials, and asbestos-containing commercial products. Note possible asbestos debris caused by deterioration or damage. Inspect and sample all layers of floor tile unless 9-inch by 9-inch tile is assumed to contain asbestos.

4. Destructive sampling is permitted only at No. 1, Togiak HQ, within the renovation area and only with prior permission from Refuge staff. Destructive sampling shall not be performed at the other numbered facilities. Where destructive sampling would be necessary to access ducts, pipes, wall/chase areas, or above-ceiling areas at those facilities, identify and document the location in the report. If ducts or pipes inside walls cannot be visually inspected, they shall be identified as assumed ACM as applicable.

5. Analyze suspect ACM bulk samples by Polarized Light Microscopy (PLM) using qualified personnel/laboratories meeting the accreditation requirements of this SOW.

6. The laboratory shall delineate sample layers, such as VAT and mastic; drywall, mud, and tape; cloth wrap and mag;

and similar layered materials.

7. Tabulate results by facility. Show the location and square or linear footage of each homogeneous area. Quantify assumed materials, including applicable floor tile, resilient roofing, and siding, and note multiple layers. Include the inspector name, address, telephone number, qualification/registration information, and date of inspection.

8. Provide a planning-level/rough-order-of-magnitude estimate for remediation of identified asbestos-containing material.

ACM sample material shall be retained by the laboratory for 30 days in case the Service requests follow-on point-count analysis.

TABLE I - Minimum Sampling Requirements for Asbestos-Containing Materials

When debris corresponds to identifiable suspect ACM/ACBM, use the applicable homogeneous-area identification in the report.

B. LEAD-BASED PAINT

Lead assessment is required only for the facility identified for lead survey in the sampling matrix. Soil sampling is not required. The assessment shall identify components with lead-based paint on the applicable facility and shall include interior and exterior painted components. The survey shall be performed by a person trained in taking lead samples and experienced in non-residential lead surveys.

B.1 Inspection Procedure

9. Locate and quantify homogeneous areas of lead-based paint. Note paint condition and any lead-based paint debris caused by deterioration or damage.

10. Analyze applicable layers of paint, including the substrate as required by the selected method.

11. Bulk samples shall be of sufficient material to support Toxicity Characteristic Leaching Procedure (TCLP) analysis when materials pose a risk of release and such analysis is applicable to the assessment.

12. Laboratory quantitative analysis of paint chips or dust shall be performed by an NLLAP-recognized laboratory. If XRF is used, the instrument shall be registered for use in Alaska, maintained/calibrated in accordance with applicable requirements and manufacturer guidance, and operated by trained personnel with current documentation.

13. Tabulate results by property address. Show the location and square or linear footage of each homogeneous area.

Include the inspector name, address, telephone number, relevant qualification information, and date of inspection.

14. Provide a planning-level/rough-order-of-magnitude estimate for remediation of identified lead-based paint materials.

Solicitation No. 140FS126Q0206 - Togiak NWR Asbestos and Lead-Based Paint Assessment Survey Page 8

4. ASBESTOS, LEAD, AND HAZARDOUS MATERIAL BUILDING INSPECTION REPORT

Following laboratory identification of suspect samples, the report shall adhere to professional standards and contain, at a minimum:

• Company name, inspector name(s), report preparer name if different, company mailing address, and telephone number.

• Station name, facility name, and applicable street address/location for each facility inspected.
