About this opportunity
The Indian Health Service, an agency under the Department of Health and Human Services, is soliciting quotations for the lease, installation, and maintenance of an integrated alarm and surveillance system for the Ak-Chin Community Health Clinic in Maricopa, Arizona. The required system must include remotely monitored alarm systems, surveillance cameras, monitoring software, and associated support services to enhance security and safety for staff, patients, and visitors while safeguarding federally owned property. Key contract requirements include continuous or scheduled monitoring as specified by the Government, preventive and corrective maintenance, equipment replacement, software updates, technical support, system documentation, and training for designated Government personnel, with the contractor maintaining all equipment ownership under a lease arrangement. The Government will evaluate quotations on a best value basis using six weighted factors: Technical Approach, Management Approach, Operations/Maintenance/Support, Security and Compliance, Past Performance, and Price, with technical and past performance factors receiving greater weight than price. Technical questions must be submitted by April 17, 2026, at 1:00 PM MST, while quotations are due by April 24, 2026, at 1:00 PM MST, and must be submitted via email to the Contract Specialist, Kerri Gilmore, at Kerri.Gilmore@ihs.gov.
This solicitation (RFQ IHS1525595) is designated as a Total Small Business Set-Aside specifically for Indian Small Business Economic Enterprises (ISBEE), restricting competition to qualifying small businesses within this socioeconomic category. The contract is structured as a firm fixed-price agreement with a base year plus four option years, with each 12-month period representing a separate contract line item number, creating a potential five-year service period. The solicitation does not identify any incumbent contractors or specify explicit budget ranges, though prevailing wage rates established by the Department of Labor wage determination apply to covered service classifications. The contractor must be currently registered in the System for Award Management (SAM) at the time of award, maintain CAGE and DUNS numbers, and submit proposals on an all-or-none basis with pricing for all contract line items. Performance will take place at the Phoenix Indian Medical Center in coordination with its existing IT and security infrastructure, with the contractor required to maintain a representative available during standard business hours for servicing and troubleshooting assistance throughout the contract term.
