About this opportunity

The Department of the Air Force Reserve Command seeks repair of joint sealant in concrete airfield pavements at Niagara Falls Air Reserve Station, with proposals due September 11, 2026, as extended by Amendment 1. The procurement is a 100% small business set-aside issued as a Request for Quotation (RFQ).

Place of performance is Niagara Falls, New York. The work involves mechanical removal of failed joint sealant, cleaning and refacing pavement joints, replacement with new backer rod and sealant, and disposal of all waste materials. Where joint spalling creates foreign object debris (FOD) hazard, spall repairs are required to mitigate risk. The scope covers 202,400 linear feet of joints across six phased construction areas: the Main Apron (111,320 linear feet requiring jet fuel-resistant sealant) and taxiways A, A1, A2, A3, A4, D, and D1 (91,080 linear feet). A trial installation of at least 200 linear feet must be completed and approved before full-scale work begins.

Contract award is a single Firm Fixed Price valued between $1 million and $4 million, with an anticipated award date of September 30. Performance must commence within 10 calendar days of Notice to Proceed and be completed within 240 calendar days. NAICS code is 236220, Commercial and Institutional Building Construction; PSC is Z1BD, Maintenance of Airport Runways and Taxiways.

Work is performed Monday through Friday, 7:15 a.m. to 4:00 p.m., with no federal holidays. A mandatory site visit was held August 17. All personnel require base access authorization (Valid State Enhanced or Real ID or Valid United States Passport), employee identification badges, and completion of airfield driver training. Performance and payment bonds are required within 10 calendar days of award. Davis-Bacon prevailing wage rates (DBA NY20260019 Building 18, May 2026) apply. Contractors must submit a sealant sample at least 60 days before job-site application and comply with UFGS 32 01 19.61 and ASTM C920 or ASTM C1193 silicone sealant specifications.
