About this file

This document is a Question and Answers (Q&A) Set 1 for a Repair Joint Seal contract dated September 2, 2026. The contract is a firm fixed price agreement for sealing 202,400 linear feet (LF) of joints on an airfield, with an anticipated award date of September 30, 2026. Any joint footage exceeding the stated quantity requires a contract addendum issued by the contracting officer. The contractor should account for a range of existing joint widths and depths when submitting quotes, as joints wider, deeper, or more deteriorated than specified dimensions are included in the base contract scope without additional compensation.

The contract scope includes mechanical removal and cleaning of existing vegetation and weeds within joints, as well as partial depth spall repairs (2,000 square feet estimated). Contractors may use either hot or cold poured sealants meeting specification 32 01 19.61. Silicone sealant depth is determined by joint width, with a maximum depth of one-half inch, and must be recessed one-quarter to three-eighths inch below the concrete surface for airfield safety. Joint widening, deepening, or straightening may require mechanical concrete cutting to achieve minimum dimensions of one-half inch width and one inch depth. A five-gallon sealant sample with primer must be submitted to the contracting officer a minimum of 60 days prior to use, with material sample submission and testing completion required two days before job site application. Work temperature minimum is 50 degrees Fahrenheit, subject to manufacturer specifications. A prime contractor on-site superintendent must be present at all times during work. Performance and payment bonds are required per Solicitation Box 10 (Clauses 52.228-15 and 52.228-1), and Davis-Bacon wage determination DBA NY20260019 Building 18 (May 2026) applies.

Repair Joint Seal Question and Answers – Set 1 2 Sept 2026

1. Is the 202,400 LF of joint sealant a fixed contract quantity or an estimated quantity?

How will joint footage exceeding the stated quantity be measured and compensated?

This is a firm fixed price contract and shall be priced for 202,400 LF. Any LF above that number would require an addendum, only to be issued by the contracting officer.

2. How shall existing joints that are wider, deeper, or more deteriorated than the specified joint dimensions be treated, and how will the additional preparation and material be compensated?

This is a firm fixed priced contract, there are a range of widths and depths on the airfield. The Contractor should take this into consideration when submitting their quote.

3. Are pre-existing spalls and deteriorated concrete adjacent to the joints included in the base contract scope? If additional spall repairs are required, how will they be measured and compensated?

Please see the SOW – page 3, sections 3.1 and 3.3.

4. Are random cracks outside the joint limits shown on the contract drawings included in the contract scope? If required, how will this work be measured and compensated?

These are not included within the contract scope. It is not expected that the Contractor will repair any random cracks outside of the joints.

5. Is pavement marking replacement limited to markings damaged or removed as a direct result of the joint sealant and spall repair work under this contract?

That is correct, yes.

6. What method is required for removal or treatment of existing vegetation and weeds within the joints prior to joint preparation and sealing?

Mechanical removal and clean joint as listed in spec.

7. Will vegetation or weed growth occurring after final acceptance due to natural conditions, and not resulting from defective workmanship or sealant installation, be excluded from the Contractor’s warranty responsibility?

If the sealant fails due to workmanship within the warranty period, the Contractor will be responsible for reinstalling Joint Sealant at these locations.

8. If removal of the existing sealant exposes concealed joint or pavement deterioration requiring work beyond the specified joint preparation and sealing, how will the Government direct and compensate for the additional work before proceeding?

This would be an unforeseen condition, and the Contractor should immediately bring to the Government’s attention when found.

9. Please provide a quantity of partial depth spall repairs per Square Foot (SF) as a basis for bidding.

2,000 per Square Foot (SF)

10. Please provide a quantity of concrete cracks per Linear Foot (LF) as a basis for bidding.

N/A - The government is not requesting the repair of concrete cracks in this project.

11. The plan details and SOW indicate that hot or cold poured sealants may be used.

However, the SOW says that sealant used on this project must meet the requirements of 32 01 19.61. Section 2 of 32 01 19.61 only lists cold poured sealant to be used on this project. Please confirm that no hot pour sealants shall be used on this project.

Both hot pour sealants and cold poured sealants are allowed as both meet the requirements of 32 01 19.61.

12. What is the lowest temperature we can work in during the winter?

50 degrees Fahrenheit. This temperature may vary based on the exact material being used and per manufacturer’s recommendation.

13. Are there any concrete repairs?

With the nature of the project we are expecting there may be some areas where the concrete on the joints may be damaged. The only concrete repairs will be to fix concrete spalls that occur as part of removing joint sealant during this project.

14. On joint widening, the Statement of Work says 3/8 inch and the spec says 1/2 inch.

Which one do we go by?

Saw joints having grooves less than 3/8 in wide and less than 1 in deep to a minimum width of 1/2 in and to the minimum depth, of 1 in.

15. What is the anticipated award date?

30 Sept 2026

16. How far ahead do you need the sealant samples? I'm seeing 60 days in one place and 2 days in another. Which is it?

Provide for testing a 5-gal sample of each sealant with associated primer to the

Contracting Officer a minimum of 60 days prior to its use on the job.

Perform testing of the materials in an approved independent laboratory and submit certified copies of the test reports for approval 2 days prior to the use of the materials at the job site.

Submit samples of the materials (sealant, primer if required, and backup material), in sufficient quantity for testing and approval 2 days prior to the beginning of work. Do not use material until it has been approved.

17. Will we have to mechanically cut any concrete?

If Joint needs to be widened, deepened, or straight edged mechanically cutting concrete may be required.

18. If weeds/grass grow back into the joint, are we responsible for it?

If vegetation grows back through the joint within one year the Contractor may be responsible for reinstalling Joint Sealant at these locations.

19. What is the recommended number of guys we can bring?

As many as you need form your crew and to complete the job.

20. Does the prime contractor need to be there?

As per clause 52.236-36, Superintendence of the Contractor, the prime Contractor must have an On-Site Superintendent at all times when work is being accomplished; when workers are on-site and that is able to obligate the prime contractor on this project.

21. Can we use any other machinery, for example a "Little Wonder Pro Crack Cleaner," a "JS- 131 Gas Walk Behind Joint Clean-Out Saw," or a "Brave Crack Cleaner BRPC105H," to remove the old silicone and debris from the joint?

Possibly. Submit equipment list and description of the equipment to be used and a statement from the supplier of the sealant that the proposed equipment is acceptable for installing the specified sealant. Use equipment for heating, mixing, and installing seals in accordance with the instructions provided by the sealant manufacturer. Provide equipment, tools, and accessories necessary to clean existing joints and install liquid joint sealants. Maintain machines, tools, and other equipment in proper working condition. Submit a list of proposed equipment to be used in performance of construction work including descriptive data, 2 days prior to use on the project.

22. At the end of every day, do all the barricades need to be removed from the site?

No, barricades should stay in place until switching from one phase to another.

23. Do the barricades need to be filled up with water?

The barricades need not be blown around by winds, which are generally strong on the airfield. If they are the light barricades which are intended to be filled with water those are typically filled yes.

24. Can we bring a storage container to keep our tools and supplies on site (off the airfield)?

Yes, depending on what kind of storage container and what kinds of supply, will determine where your lay down area will be. Hazardous materials storage would be different.

25. What kind of insurance does the prime contractor and subcontractor need?

See Section H of the solicitation starting on page 10 and Attachment 8 for insurance information.

26. If the depth of the expansion joints is more than 1 inch, how many inches of backer rod do we need to install and how many inches of silicone need to be installed?

No matter how deep the joint reservoir is, the depth of the silicone sealant is strictly based on the joint's width up to a maximum limit: If the joint width is 1 inch (or wider):

The maximum depth of the silicone sealant is exactly 1/2 inch (0.5 inches). If the joint width is between 1/2 inch and 1 inch: The silicone depth must be half of the width (e.g., a 3/4-inch wide joint requires a 3/8-inch depth of silicone). Airfield Requirement: The top of the silicone must be recessed 1/4 to 3/8 inch below the concrete surface to prevent damage from aircraft tires and jet blasts.

27. Will performance and payment bonds be required, and what is the magnitude of construction range for this project?

Please see Solicitation – Box 10; Clause 52.228-15 and 52.228-1.

28. Is a Davis-Bacon wage determination applicable, and if so, which determination?

Please see Solicitation - Attachment 6 - DBA NY20260019 Building 18 May 2026.
