About this opportunity
The United States Marine Corps intends to solicit an IDIQ contract for Aircraft Rescue and Fire Fighting (ARFF) commercial training services with a five-year ordering period, with capability statements due May 20, 2026 at 4:00 P.M. EST. No set-aside is anticipated. The procurement is unrestricted; interested firms of any size may respond.
Training is performed at the contractor's certified facility. The contractor must deliver comprehensive annual recurrent ARFF training courses encompassing eight live-fire training scenarios: aircraft fuel spill fire, three-dimensional aircraft running fuel fire, aircraft interior fire, aircraft auxiliary power unit fire, aircraft engine fire, aircraft wheel well/brake fire, aircraft electronics and electrical compartment fire, and aircraft incident/accident debris fire. Additional requirements include a Fluorine-Free Foam (F3) application training course meeting FAA AC 150/5210-17C, NFPA 1010, or NFPA 1460 standards; documentation of instructor and course certifications; and full compliance with ARFF Training and Readiness manual (NAVMC 3500.114) requirements.
Performance standards require 100% course compliance with NFPA 460 and 1403, with certificates of completion issued to 100% of successful students within five business days at 98% accuracy. The contractor provides all personnel, equipment, materials, instruction, and supervision; course costs are inclusive of all materials for student completion but exclude student travel, lodging, and per diem. The Government furnishes student Fire Fighter Physicals, respiratory fit tests, FFPPE, and Scott AV 3000HD masks.
Capability statements must not exceed eight pages and address company profile, business status, active contract vehicles, past performance, facility capacity (minimum and maximum students per course), minimum lead time for dedicated courses accommodating 15–20 USMC personnel, and specification of which PWS elements the company can and cannot provide. Feedback on the Draft Performance Work Statement is encouraged.
