SOURCES SOUGHT NOTICE SUMMARY
This is a Sources Sought Notice (M95494-26-MR-018) issued by the United States Marine Corps (USMC) for Aircraft Rescue and Fire Fighting (ARFF) Commercial Training Services. The USMC requires realistic, hands-on, live-fire training for ARFF personnel to meet operational, safety, and qualification mandates as outlined in NAVMC 3500.114 ARFF Training and Readiness Manual. Historically conducted organically at military facilities, a training gap during planning and construction of new facilities necessitates commercial offsite training. The Government is contemplating establishment of either a multiple-award or single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a 5-year ordering period. The anticipated NAICS Code is 611519 (Other Technical and Trade Schools), and the Product Service Code is U099 (Education/Training-Other). This is a new requirement, and feedback on the Draft Performance Work Statement is encouraged.
Interested firms must submit a capability statement no longer than eight pages (excluding cover pages) in no smaller than 11-point font by 20 May 2026 at 4:00 P.M. EST via email to the point of contracts. The statement must address: company profile including Unique Entity ID, CAGE Code, and Tax ID; small or large business status and socioeconomic designations; active contract vehicles available; narrative describing ability to meet Draft PWS requirements with relevant past performance examples; suggestions or comments on the Draft PWS; literature and locations of existing training meeting PWS requirements; facility minimum and maximum student capacity per course and minimum lead time to schedule dedicated courses for 15-20 USMC personnel; multiple training site locations if applicable; and specification of which PWS training elements the company can and cannot provide. All submissions become Government property and will not be returned; proprietary information must be clearly marked.

SOURCES SOUGHT NOTICE M95494-26-MR-018
UNITED STATES MARINE CORPS (USMC)
AIRCRAFT RESCUE AND FIRE FIGHTING (ARFF) COMMERCIAL TRAINING SERVICES
THIS IS A SOURCES SOUGHT NOTICE ONLY. This Sources Sought Notice is not a request for proposal or quote. It does not constitute a solicitation and shall not be construed as a commitment by the government. Responses in any form are not offers, and the government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents is strictly voluntary.
The USMC has an annual requirement to provide its ARFF personnel with realistic, hands-on, live-fire training to meet operational, safety, and qualification mandates. Per NAVMC 3500.114 ARFF Training and Readiness (T&R) Manual (Short Title: ARFF T&R), this training is critical for maintaining core competencies. Historically, this training has been conducted organically at military facilities; however, a training gap during planning and construction of new facilities drives the need for commercial offsite training procured on an ad hoc basis . The Government is contemplating the establishment of either a multiple-award or single award Indefinite Delivery, Indefinite Quantity contract with a 5-year ordering period to fulfill this need. Attached is a DRAFT Performance Work Statement (PWS) of the requirement and the relevant job performance standards.
This is a new requirement. Feedback on Draft PWS is encouraged.
Anticipated North American Industry Classification System (NAICS) Code: 611519, Other Technical and Trade Schools.
Product Service Code (PSC): U099, Education/Training-Other
Interested firms should submit a brief capability statement that is no more than eight pages (not including cover pages) and in no smaller than 11-point font. Responses should focus on providing direct and factual information; elaborate marketing materials are not requested. The capability statement shall address the following:
1. A company profile to include Unique Entity ID, CAGE Code, Tax Identification Number, and physical address.
2. Company small or large size status and applicable socioeconomic designations (e.g., Women Owned Small Business, Small Disadvantage Business, etc.).
3. List of active contract vehicles awarded to your company that may be used to procure the requirement (e.g., General Services Administration (GSA) One Acquisition Solution for Integrated Services (OASIS)).
4. A narrative describing your firm’s ability to meet the requirements of Draft PWS. Within this narrative, provide examples of relevant past performance on similar efforts performed. For example, include the contract number, customer, period of performance, and total dollar value.
Any suggestions or comments on Draft PWS (including any recommended performance metrics), NAICS code, PSC selection, or contract type.
5. Provide literature and current locations for existing training that meets the PWS requirements.
6. PWS anticipates ordering "seats" in pre-established courses. What is your facility's minimum (if any) and maximum student capacity per course? What is the minimum lead time you would require to schedule a dedicated course exclusively for a USMC unit of 15-20 personnel?
7. Does your company offer training at multiple sites/locations, if so, please list locations.
8. Can your company provide all requested training IAW the Draft PWS, if not, please provide specifics from the PWS on what you can/cannot provide.
Interested firms shall submit responses via email to the point of contracts listed in this Sources Sought Notice no later than 20 May 2026 at 4:00 P.M. Eastern Standard Time (EST).
Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned.
