Summary: Performance Work Statement – Aircraft Rescue and Fire Fighting (ARFF) Commercial Training Services

This Performance Work Statement establishes an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for the United States Marine Corps to procure commercial Aircraft Rescue and Fire Fighting training services. The contract addresses a training gap created during the planning and construction of new military facilities by providing a streamlined vehicle for ordering pre-established training courses that meet federal certification standards. The five-year ordering period commences from the contract award date, with all training services performed at the contractor's certified facility.

The contractor shall deliver comprehensive annual recurrent ARFF training courses encompassing eight specific live-fire training scenarios: aircraft fuel spill fire, three-dimensional aircraft running fuel fire, aircraft interior fire, aircraft auxiliary power unit fire, aircraft engine fire, aircraft wheel well/brake fire, aircraft electronics and electrical compartment fire, and aircraft incident/accident debris fire. Additional requirements include a distinct Fluorine-Free Foam (F3) application training course meeting FAA AC 150/5210-17C, NFPA 1010, or NFPA 1460 standards; documentation of instructor and course certifications; and compliance with ARFF Training and Readiness manual requirements. The contractor must provide all personnel, equipment, materials, instruction, and supervision, with course costs inclusive of all materials for student completion but excluding student travel, lodging, and per diem. Government-furnished items include student Fire Fighter Physicals, respiratory fit tests, FFPPE, and Scott AV 3000HD masks. Performance standards require 100% course compliance with NFPA 460 and 1403, with certificates of completion issued to 100% of successful students within five business days at 98% accuracy. Course availability and schedules must be provided upon request prior to Task Order award.

PERFORMANCE WORK STATEMENT (PWS)

PROGRAM TITLE: Aircraft Rescue and Fire Fighting (ARFF) Commercial Training Services

1.0 BACKGROUND

The United States Marine Corps (USMC) has an annual requirement to provide its ARFF personnel with realistic, hands-on, live-fire training to meet operational, safety, and qualification mandates. Per NAVMC

3500.114 ARFF Training and Readiness (T&R) Manual (Short Title: ARFF T&R), this training is critical for maintaining core competencies. Historically, this training has been conducted organically at military facilities; however, a training gap during planning and construction of new facilities drives the need for commercial offsite training procured on an ad hoc basis. This Indefinite Delivery, Indefinite Quantity (IDIQ) contract is being established to create a streamlined, flexible, and responsive vehicle for procuring commercial ARFF training courses to ensure consistent quality and readiness.

2.0 OBJECTIVE

This vehicle will provide USMC units with a simple and efficient method to order "seats" in pre-established courses that meet all applicable certification standards from the Code of Federal Regulations (CFR), Department of War (DoWI), Naval Air Training and Operating Procedures Standardization (NATOPS), and National Fire Protection Association (NFPA)..

3.0 SCOPE

The contractor shall provide all necessary personnel, equipment, materials, instruction, supervision, and other items required to deliver complete annual recurrent ARFF training courses at their facilities. The scope covers the specific training tasks listed in Section 4.0. This is a non-personal services contract for commercial services. The Government will not furnish any property or equipment. The cost for courses shall be inclusive of all materials required for student completion; however, the cost shall not include student travel, lodging, or per diem, which will be funded separately by the Government.

4.0 SPECIFIC TASKS

The contractor shall provide training courses that meet the requirements of the standards listed below and incorporate the specific training events from the USMC ARFF T&Rand safety precautions outlined in

NFPA 1403.

• (3) Aircraft interior fire.

• (4) Aircraft auxiliary power unit fire.

• (5) Aircraft engine fire.

• (6) Aircraft wheel well/brake fire.

• (7) Aircraft electronics and electrical compartment fire.

• (8) Aircraft incident/accident debris fire.4.2 Fluorine-Free Foam (F3) Application Training: The contractor shall provide a distinct course covering the principles and practical application of new F3 agents, consistent with the DoW's transition away from AFFF. This course shall meet the requirements outlined in FAA AC 150/5210-17C, NFPA 1010, or NFPA 460 for foam agent training.

• 4.3 Instructor and Course Certification: The contractor shall provide documentation upon request verifying that their instructors are certified to the standards listed in this PWS, and course curricula is aligned with the relevant standards.

• 4.4 Training and Readiness (T&R) Compliance: The training scenarios shall be sufficient to enable students to receive credit for the successful completion of annual recurrent live fire events outlined in the ARFF T&R.

• 4.5 In the event the Government furnished Scott AV 3000HD mask is incompatible with the contractor's provided SCBA packs, the contractor shall provide a compatible mask and perform fit testing in accordance with 29 CFR 1910.134.

5.0 PERIOD OF PERFORMANCE

The ordering period for this IDIQ shall be for five (5) years from the date of contract award.
