The Department of Homeland Security Customs and Border Protection Air and Marine Operations is soliciting Aircraft Pilot Training Services through a Full and Open Competition with a partial Small Business set-aside, with proposals due May 18, 2026. The procurement is structured as an IDIQ with firm fixed price line items covering five one-year ordering periods (May 1, 2026 through April 30, 2031), and multiple awards are permitted.

Functional Area 1 (Aircraft Pilot Training) is open to all competitors and covers initial, recurrent, and differences training for Beechcraft King Air 200, King Air 350 with Collins Pro-Line 21, King Air 350 with Fusion, King Air 360, Bombardier DHC-8 Q200, DHC-8 Q300, DHC-8 Q300 with EFI-890, Pilatus PC-12 Series X, and Sikorsky UH-60 Black Hawk A, L, HH-60 models and UH-60 M. Functional Area 2 (Light Enforcement Helicopter Training) is set-aside for small business concerns only and covers Airbus AS-350 B2, AS-350 B3, AS-350 B3e/H125, and AS-350 2B1 variants with optional Night Vision Goggles training.

Place of performance is Oklahoma City, Oklahoma. All training must comply with FAA Part 141 or 142 certification standards, and all instructors must hold current FAA Flight or Ground Instructor certificates. Contractors must possess and maintain operational FAA Part 141 and/or Part 142 certifications at proposal submission with all aircraft, simulators, and facilities commercially operational—no pending certificates or phased implementations are acceptable. Simulators must be FAA Level D certified.

The estimated total contract value is $34 million. Functional Area 1 carries a minimum guarantee of $250,000 and maximum order of $5 million per order; Functional Area 2 carries a minimum guarantee of $250,000 and maximum order of $4 million per order. The NAICS code is 611512, Flight Training, with a small business size standard of $34 million. This is a recompete with three incumbent contractors: Helistream, CAE USA Inc., and Flight Safety International.

Evaluation weighs Technical Capabilities (certifications and training throughput), Past Performance (quality, timeliness, customer satisfaction), and Price, with technical and past performance combined being significantly more important than price. Amendment A0001 (March 3, 2026) provided questions and answers. Amendment A0002 (May 13, 2026) provided an updated Section B Schedule of Services Price/Cost Sheet with revised quantity requirements; contractors must acknowledge receipt of this amendment by the proposal deadline.

The Department of Homeland Security U.S. Customs and Border Protection (CBP) Air and Marine Operations (AMO) is issuing this Request for Proposal to procure Aircraft Pilot Training Services which includes specific and generic training for a variety of Rotary Wing helicopters and Fixed Wing airplanes. The aircraft for Initial/Transition and Annual/Recurrent Training are: Airbus AS-350 B2, Airbus AS-350 B3, Airbus AS-350 B3e/H125, Airbus AS-350 2B1, King Air 200, King Air 350 with Collins Pro-Line 21, King Air 350 with Fusion, King Air 360, Bombardier DHC-8 Q200, DHC-8 Q300, DHC-8 Q300 with EFI-890, PC-12 Series X, UH-60 Black Hawk A, L and HH-60 models and UH-60 M. These training services must be in compliance with Federal Aviation Administration (FAA) regulations and among the FAA certified providers in accordance with Title 14, Code of Federal Regulations, commonly known as the Federal Aviation Regulations. 

This procurement action is being solicited as a Full and Open competition with a Small Business set aside.  The principle nature of the requirements described in this solicitation is consistent with services performed by industries in the North American Industry Classification System (NAICS) Code 611512 “Flight Training” with a Small Business size standard of $34M. More than one Offeror may be awarded an Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm Fixed Price Contract Line Items. The period of performance will consist of 5 Ordering Periods.

The Aircraft Pilot Training Requirements are broken down into two Functional Areas which have been identified in the “Schedule of Services Price/Costs” Tables provided herein.

- Functional Area 1 is for Aircraft Pilot Training. This Functional Area is Full and Open Competition.

- Functional Area 2 is for the Light Enforcement Helicopter Training Requirements. This Functional Area is Set-Aside for Small Business Awards only.

All Functional Areas for each year proposed will be evaluated in accordance with the Evaluation Criteria detailed in this Solicitation.
