About this opportunity
The Federal Aviation Administration Flight Program Operations is seeking qualified vendors to participate in an upcoming acquisition for a comprehensive physical inventory audit of approximately 45,000 aircraft part line items, with statements of interest due June 25, 2026 at 12:00 PM Central Time. This procurement carries no set-aside and is classified under NAICS 541614 (Process, Physical Distribution, and Logistics Consulting Services) with a $20.0 million size standard.
Work is performed at the Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, Oklahoma. The audit must be completed by September 30, 2026 and establishes accurate inventory-on-hand records prior to the FAA's migration from a legacy Aircraft Maintenance, Repair, and Overhaul (MRO) platform to a Commercial-off-the-shelf (COTS) automated inventory tracking system (CAMP). Only U.S. Citizens are permitted to perform on-site audits due to security and facility access requirements.
The FAA prefers a single vendor on a firm fixed-price contract basis, inclusive of all travel costs. Required personnel include a dedicated Program Manager/Point of Contact, Senior Auditors with minimum five years' physical inventory audit experience and APICS CPIM certification or equivalent, and Auditors with minimum one year relevant experience (APICS CPIM preferred). Audit reports must include part numbers, descriptions, serial numbers, batch/lot numbers, condition codes, quantities, inventory locations, discrepancies, and photos where applicable, using blind counts methodology.
Vendors must submit expressions of interest to erick.i.martinez-abril@faa.gov, including company information, SAM.gov UEI code, relevant aircraft inventory audit experience, qualified U.S. Citizen personnel confirmation, quality control and blind-count approach, and subcontracting strategy. The FAA is governed by the Acquisition Management System (AMS), not the Federal Acquisition Regulation (FAR). The draft SOW and market survey are attached.
Notice text
The Federal Aviation Administration (FAA) Flight Program Operations (AJF) is seeking statements of interest from qualified and capable vendors to participate in an upcoming acquisition for an Aircraft Parts Inventory Audit. This initiative is a critical component of the FAA's preparation for data migration from a legacy Aircraft Maintenance, Repair, and Overhaul (MRO) platform to a new Commercial-off-the-shelf (COTS) automated inventory tracking system (CAMP).
Project Overview: The FAA requires a comprehensive physical inventory audit to establish an accurate inventory on-hand record for both inventory integrity and financial reporting purposes prior to system transition. The scope of work involves performing manual, physical blind-count audits of approximately 45,000 aircraft part line items located at the Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, OK. The selected contractor must provide comprehensive reporting that accurately reflects the physical inventory and identifies any discrepancies. All audits and final reporting must be completed no later than September 30, 2026.
