About this file
This is a Public Announcement/Request for Vendor Interest issued by the Federal Aviation Administration (FAA) Flight Program Operations seeking qualified vendors for an Aircraft Parts Inventory Audit contract. The FAA requires a comprehensive physical inventory audit of approximately 45,000 aircraft part line items located at the Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, Oklahoma. The audit must be completed by September 30, 2026, and will establish accurate inventory-on-hand records for both inventory integrity and financial reporting purposes prior to the FAA's migration from a legacy Aircraft Maintenance, Repair, and Overhaul (MRO) platform to a new Commercial-off-the-shelf (COTS) automated inventory tracking system (CAMP). The procurement is classified under NAICS 541614 (Process, Physical Distribution, and Logistics Consulting Services) with a size standard of $20.0 million.
The FAA seeks a single vendor capable of executing the complete audit and prefers a Firm Fixed Price (FFP) contract type, inclusive of all necessary travel. Only U.S. Citizens are permitted on-site due to security and facility access requirements. Required personnel must include a dedicated Program Manager/Point of Contact, Senior Auditors with a minimum of five years' experience in physical inventory audits and APICS Certification in Production and Inventory Management (CPIM) or equivalent, and Auditors with a minimum of one year of relevant experience (APICS CPIM preferred). Vendors must submit expressions of interest by June 25, 2026, at 12:00 PM Central Time to erick.i.martinez-abril@faa.gov, including company information and SAM.gov UEI code, relevant experience with aircraft-specific inventory audits, capabilities and resources to meet the deadline, confirmation of qualified U.S. Citizen personnel, programmatic approach to quality control and blind counts, discrepancy reporting and data collection experience, and contemplated subcontracting approach. The FAA is governed by the Acquisition Management System (AMS), not the Federal Acquisition Regulation (FAR).

Public Announcement: Request for Vendor Interest
Aircraft Parts Inventory Audit.
NAICS: 541614 Process, Physical Distribution, and Logistics Consulting Services
Size Standard: $20.0 Million
The Federal Aviation Administration (FAA) Flight Program Operations (AJF) is seeking statements of interest from qualified and capable vendors to participate in an upcoming acquisition for an Aircraft Parts Inventory Audit. This initiative is a critical component of the FAA's preparation for data migration from a legacy Aircraft Maintenance, Repair, and Overhaul (MRO) platform to a new Commercial-off-the-shelf (COTS) automated inventory tracking system (CAMP).
Project Overview: The FAA requires a comprehensive physical inventory audit to establish an accurate inventory on-hand record for both inventory integrity and financial reporting purposes prior to system transition. The scope of work involves performing manual, physical blind-count audits of approximately 45,000 aircraft part line items located at the Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, OK. The selected contractor must provide comprehensive reporting that accurately reflects the physical inventory and identifies any discrepancies. All audits and final reporting must be completed no later than September 30, 2026.
Note: Due to security and facility access requirements, only U.S. Citizens are permitted on-site to perform this audit.
Objective: The FAA aims to identify vendors with the necessary expertise, experience, and qualified personnel to effectively conduct this large-scale physical inventory audit. The purpose of this announcement is to gather information for the development of a comprehensive acquisition strategy that ensures successful project execution within the required timeframe.
The FAA is particularly focused on identifying vendors capable of providing a dedicated Program Manager/POC, as well as highly qualified audit personnel meeting the following minimum standards:
• Senior Auditors: Minimum of five (5) years’ experience accomplishing physical inventory audits, possessing an American Production and Inventory Control Society (APICS) Certification in Production and Inventory Management (CPIM) or equivalent.
• Auditors: Minimum of one (1) year of experience accomplishing physical inventory audits (APICS CPIM preferred).
Procurement Strategy: The FAA prefers to award one contract to a single vendor capable of executing the complete audit at the MMAC facility. The primary contract type anticipated for the execution of this requirement is Firm Fixed Price (FFP), inclusive of all necessary travel.
Submission Details (Required): Interested vendors are invited to submit a brief expression of interest, including the following information:
1. Company name, contact information, and System for Award Management (SAM.gov) Unique Entity Identifier (UEI) code.
2. Summary of relevant experience and past performance (specifically providing examples of actual aircraft-specific inventory audits).
3. Description of capabilities and resources available to support the project and meet the strict September 30, 2026, deadline.
4. Confirmation of the ability to provide U.S. Citizen personnel who meet the required APICS CPIM certifications and experience levels.
Supplemental Submission Details (Desired): The FAA requests the following additional information about your company's capabilities:
1. Brief description of your contemplated programmatic approach to planning, organizing, and maintaining quality control measures (such as blind counts) throughout the audit process.
2. Experience handling discrepancy reporting, data collection (Part Number, Serial, Batch/Lot, Condition Codes, etc.), and final inventory formatting for government review.
3. Contemplated approach related to subcontracting, if awarded a contract.
Deadline for Submission: Please submit your expression of interest no later than 6/25/2026 12:00 PM Central Time to erick.i.martinez-abril@faa.gov.
Disclaimer: This announcement is for informational purposes only and does not constitute a solicitation or a promise of future business. The FAA reserves the right to make decisions regarding the acquisition strategy at its sole discretion.
We look forward to engaging with interested vendors and appreciate your interest in supporting the FAA's mission.
