About this opportunity

The US Coast Guard seeks renovation of heads, locker rooms, and kitchenette facilities at Air Station Sacramento, with proposals due September 16, 2026 and questions due September 8. The procurement is a 100% small business set-aside, with NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors) and a $19 million size standard.

Place of performance is McClellan Park, California (Air Station Sacramento). Work encompasses approximately 2,393 square feet across five locations: male and female head and locker room renovations including drainage, flooring, fixture replacement, and 139 total locker replacements; and AET kitchenette flooring. The contractor must perform all work within 90 calendar days from Notice to Proceed and complete all tasks within the first 15 calendar days of receiving that notice.

Critical environmental constraints prohibit disturbance of asbestos-containing materials detected in black bituminous mastic beneath resilient floor tile in the male locker room and lead-based paint identified on structural steel, concrete, and CMU surfaces throughout the facility. Work must utilize encapsulation and in-place management strategies; slab demolition must comply with OSHA and SOW requirements. All plumbing, electrical, and structural work requires licensed professionals compliant with state and local codes. Work must occur during business hours (0730–1530, Monday–Friday) with 72-hour advance notice for utility disruptions. The government provides site utility access, kitchenette cabinetry in like-new condition (subject to field trimming), and a designated exterior debris pad.

Estimated project magnitude is $100,000 to $250,000 under firm fixed-price. A bid guarantee is required; performance and payment bonds equal to 100% of the original contract price must be furnished within 15 calendar days after award. Evaluation weighs technical approach, pricing reasonableness, and relevant past performance within the last five years. An organized site visit is scheduled for September 8, 2026 at 1000 AM PDT at Air Station Sacramento Main Gate; interested participants must contact Shawn Jenkins (shawn.t.jenkins@uscg.mil) or Jesse Yutig (Jesus.C.Yutig.CIV@uscg.mil) by September 4 and provide a completed Base Access Form. Amendment 002, posted September 15, provides answers to submitted questions and asbestos and lead-based paint test reports.
