About this file

This is a Questions and Answers document for the Air Station Sacramento Renovations contract, addressing clarifications on project scope, materials, and procedures for renovation work on male and female locker rooms and kitchenette facilities.

The project involves renovating locker rooms and a kitchenette at Air Station Sacramento. Lockers must be exterior wall-mounted with storage capacity comparable to 36x18x78 inch units, with product selection contractor-proposed and subject to government approval via submittal 10 days after contract award. Government-furnished cabinets are in like-new condition and may be field-trimmed if floor height changes occur. The government will provide a detailed lead and asbestos inspection report; asbestos was detected in brown tile in the men's locker room floor. Slab demolition must comply with OSHA and Statement of Work sheeting requirements; negative-air/HEPA machines and occupancy isolation are not required unless a competent-person assessment indicates otherwise. Non-penetrating anchoring methods are preferred for partitions, benches, and lockers. Wall openings are authorized provided no lead or asbestos is disturbed. The finished floor height has no specific requirement but should reduce trip hazards; the contractor may field-trim cabinets accordingly. The government will designate an approved exterior pad for construction debris with a private roll-off and specify truck access hours. Permits are not required as work occurs on a government installation. Project completion is 90 calendar days after Notice to Proceed, with the Statement of Work to be revised to reflect this timeline. Work scheduling will be coordinated post-award between contractor and government. Submittals, including floor plans and flooring material samples, are due 10 days after contract award and must be approved before the Notice to Proceed and onsite performance begin. Lead and asbestos test results will be provided to the awardee.

Air Station Sacramento Renovations Questions and Answers

1. Please provide specifications or details on the lockers needed.

Answer: The government prefers lockers that are installed to the exterior walls so that the room looks more cohesive. Lockers should be comparable in storage capacity to the current 36x18x78 in lockers.

2. Asbestos was detected under the men’s locker room floor. Will the government mark, or otherwise define in writing, the exact line between the allowed slab demo area and the restricted locker-room floor?

Answer: Asbestos was detected in the brown tile of the men’s locker room floor.

A detailed lead and asbestos inspection report will be provided to the contractor.

3. Does the government require a specific anchoring method for partitions, benches, and lockers, or may the contractor propose non-penetrating methods in a post-award submittal for COR approval?

Answer: Non-penetrating methods of anchoring are preferred.

4. If existing carriers or waste piping behind the male toilets are deficient and would normally require opening that wall, what is allowed? May the contractor replace fixtures on the existing carriers only, or will the government authorize a defined wall opening if lead tile is protected and not disturbed? Please state the approved limit of work behind that wall.

Answer: A wall opening can be authorized provided no lead or asbestos is disturbed in the process.

5. What finished floor height or maximum build-up is expected for the self-leveler over the existing painted slab (enough to kill the threshold trip hazard, or a stated thickness)? If the new floor height changes toekick or door clearance on the government-furnished cabinets, may the contractor field-trim those cabinets, or must they be reinstalled without modification?

Answer: No specific height is required, a reduced trip hazard is the goal. The contractor may field trim the cabinets.

6. Beyond the specified sheeting and wet methods, does the government require negative-air / HEPA machines, occupancy isolation of the locker rooms, or contractor air monitoring during male-head slab demolition? Or is compliance with

OSHA and the SOW sheeting suƯicient unless a competent-person assessment says otherwise?

Answer: Compliance with OSHA and the SOW is suƯicient.

7. For construction debris, will the government designate a fenced or otherwise approved exterior pad where the contractor may keep a private roll-oƯ for the job, including truck access hours and any escort requirement?

Answer: Yes.

8. The SOW and 52.211-10 have diƯerent dates for project completion. Which period controls: 60 days or 90 days from NTP?

Answer: The contractor shall complete the entire work ready for use not later than 90 calendar days after receipt of the notice to proceed. The SOW shall be revised.

9. Please confirm that product selection is contractor-proposed, subject to post-award submittal approval, and identify any minimum standard the government will apply (for example commercial/institutional grade; steel lockers; public-restroom flush fixtures). Are locker and fixture cut sheets due with the 10-day floorplan/flooring submittal, or on a separate schedule?

Answer: Submittals shall be provided 10 days after contract award.

10. Will the male and female locker rooms and the kitchenette be vacated for the full period of performance, or must work be phased so that some sanitary facilities remain in use? If phased, please state the required minimum facilities that must stay available.

Answer: The work schedule shall be coordinated after award between the contractor and the government.

11. Does this contract require the contractor to obtain building or plumbing permits, or is inspection solely by the Coast Guard? Who inspects the rebuilt male-head drainage and re-sloped slab before cover-up?

Answer: Permits are not required; work is being performed on a government installation.

12. Will as-built drawings or the hazardous-materials survey be provided to oƯerors or to the awardee?

Answer: Lead and asbestos test results will be provided.

13. What is the condition of the government-furnished cabinets, and is hardware included?

Answer: The cabinets are in like new condition.

14. SOW section 10.0 states final proposed floor plan and flooring material samples are due 10 days after contract award. Please confirm when the 10-day clock starts: date of award or Notice to Proceed. NTP is described as following government approval of required submittals, so a floorplan due 10 days after award may be due before

NTP.

Answer: Performance start is confirmed at starting after approval of submittals.

For this project performance is intended to mean work onsite. Therefore, providing submittals would occur before the NTP.
