About this file
This is a Statement of Work (SOW) for facility renovations at U.S. Coast Guard Air Station Sacramento, last updated August 13, 2026. The scope encompasses renovations to male and female head/locker rooms and an AET kitchenette, with work totaling approximately 2,393 square feet across five locations. The contractor must provide all personnel, equipment, and materials necessary to complete the project within a 60-day period of performance from the Notice to Proceed.
The work consists of ten itemized tasks prioritized by importance: (1) male head and shower drainage and flooring with subsurface system redesign; (2) female locker room layout modification establishing physical separation between wet facilities and changing areas; (3) replacement of four male shower stalls; (4) replacement of two female sinks; (5) replacement of three male toilets, four urinals, and three sinks; (6) replacement of 121 male lockers (21 chief's mess, 100 lower enlisted); (7) AET kitchenette flooring using self-leveling underlayment to encapsulate lead paint without mechanical removal; (8) replacement of two female toilets; (9) replacement of two female shower stalls; and (10) replacement of 18 female lockers. Critical environmental constraints prohibit disturbance of asbestos-containing materials in male locker room floors and lead-based paint throughout the facility; work must utilize encapsulation and in-place management strategies. All plumbing, electrical, and structural work requires licensed professionals compliant with state and local codes. Work must occur during business hours (0730-1530, Monday-Friday) with 72-hour advance notice for utility disruptions. The contractor is responsible for daily debris removal and legal disposal. Government will provide site utility access and kitchenette cabinetry. Final acceptance occurs after a five-business-day inspection period and resolution of any punch list items. Four deliverables are required: site survey verification prior to bid submission, proposed female locker room floorplan within 10 days of award, flooring material samples within 10 days of award, and completed construction with site cleanup by end of performance period.

Air Station Facility Renovations: Heads, Locker Rooms, & Kitchenette
1.0 GENERAL
1.1 BACKGROUND
U.S. Coast Guard Air Station Sacramento requires facility renovations within the male head/locker rooms, female head/locker room, and the AET kitchenette. These renovations are required to resolve safety hazards, improve functional layouts, and replace aging fixtures. Due to environmental survey findings, all sub-surface floor demolition in the male head/locker room has been omitted to prevent the disturbance of asbestos-containing materials (ACM).
1.2 SCOPE
The contractor shall provide all personnel, equipment, and materials necessary to perform the renovations.
All work must be conducted in a manner that does not disturb identified asbestos-containing materials or lead-based paint, utilizing encapsulation and in-place management strategies as outlined in Section 11.0.
1.3 OBJECTIVE
To deliver fully functional, safe, and modernized facility spaces that meet all applicable commercial building codes and Coast Guard facility standards while managing hazardous materials safely in place.

Lead-containing blue and white paint is present on the walls of the men’s locker room. No drilling, cutting, sanding, or scraping of lead containing paint is authorized under this contract. (see image below of lead containing paint)

and shower area. The concrete floor must be re-sloped to prevent standing water and finished with a commercial waterproof coating.
2.2.2 Item 3 Male locker room showers: Replace the four (4) existing shower stalls and associated fixtures.
2.2.2 Item 5 Male locker room toilets, urinals, and sinks: Replace three (3) toilets, four (4) urinals, and three (3) sinks. The contractor shall ensure work does not penetrate through the wall behind the toilets to disturb the lead containing 2” ceramic floor tile.

2.3 LOCATION TWO. Female Head & Locker Room
Environmental Constraint: Lead containing 2” ceramic tile is present on the floor of the women’s locker room. No drilling, cutting, sanding, or scraping of lead containing tile is authorized under this contract. (see image below of lead containing tile)
The current 361 sq. ft. layout co-locates the entrance and changing area, separated only by lockers from the wet facilities (2 showers, 2 sinks, 2 toilets).
LAST UPDATED: 8/13/2026 PAGE 4/7
2.3.1 Item 2 Female locker room layout: Modify the layout to establish a distinct physical separation. Co-locate the toilets and sinks into a dedicated bathroom zone. Co-locate the shower and changing areas into separate, private zones to prevent direct line-of-sight from the main entrance. Contractor shall ensure work does not disturb the lead containing 2” ceramic floor tile.
LAST UPDATED: 8/13/2026 PAGE 5/7
2.3.2 Item 4 Female locker room sinks: Replace two (2) sinks to integrate with the new layout.
Contractor shall ensure work does not disturb the lead containing 2” ceramic floor tile.
2.3.3 Item 8 Female locker room toilets: Replace two (2) toilets to integrate with the new layout.

2.4 LOCATION THREE. AET Kitchenette
The 361 sq. ft. kitchenette suffers from an uneven subfloor resulting in an unusually high entrance threshold (trip hazard).
Environmental Constraint: The red paint on the concrete kitchen floor contains lead-based paint (0.509%). Grinding, scraping, or mechanical removal of this paint is strictly prohibited.
2.4.1 Item 7 AET Kitchenette:
1. Safely uninstall and stage the existing cabinetry.
2. Clean and prepare the existing floor surface using wet, non-abrasive methods to avoid dust generation.
3. Do NOT scrape, grind, sand, or mechanically remove the existing red paint from the concrete subfloor.
LAST UPDATED: 8/13/2026 PAGE 6/7
4. Apply a compatible, commercial-grade self-leveling underlayment compound directly over the existing painted floor. This compound will serve to level the floor, eliminate the trip hazard at the threshold, and safely encapsulate the lead paint underneath.
5. Install durable, commercial-grade LVP flooring over the newly-leveled surface.
6. Reinstall the staged cabinetry, ensuring it sits flush, level, and is properly anchored.
