About this opportunity
The Department of the Army National Guard Readiness Center is seeking conference support services for the Operational Alignment Communications Cyber-power Symposium (OACCS) through a comprehensive solicitation. The contract requires a contractor to provide complete administrative and logistical support for five consecutive annual conferences from July 2025 to July 2029, hosted in Phoenix, Arizona. The primary objective is to deliver a robust conference supporting the National Guard Bureau A6 office's cyber and communications technology objectives, with services including venue selection, registration management, mobile application development, and seminar coordination. Evaluation criteria will prioritize the Technical Approach and Management Approach, with these elements considered significantly more important than Past Performance. Key solicitation dates include questions due by April 3, 2025, government responses by April 7, 2025, and final proposals due by April 15, 2025 at 5:00 PM EST.
The solicitation is designated as a 100% small business set-aside for convention and trade show organizing services under NAICS code 561920, with a $20 million size standard. The conferences will accommodate approximately 600-700 attendees annually, requiring a minimum of 250 hotel rooms and 8-10 meeting spaces near the Goldwater Air National Guard Base in Phoenix, Arizona. The contract is structured as a no-cost technical support services agreement, where the contractor will generate revenue through sponsorships, exhibitor fees, and registration. The conferences will span five consecutive years, specifically scheduled from July 20-24 in 2025, July 19-23 in 2026, July 18-22 in 2027, July 16-20 in 2028, and July 15-19 in 2029. The contract will be awarded as a Firm-Fixed Price (FFP) with multiple contract line items, with the potential contractor responsible for all operational and logistical aspects of the annual symposium.
