About this opportunity
The National Oceanic and Atmospheric Administration seeks replacement of an aging air handling unit serving the NIST Biorepository at the Hollings Marine Laboratory, with proposals due September 8, 2026. This is a Total Small Business set-aside.
Place of performance is Charleston, South Carolina. The replacement AHU must support Class 10,000 clean-room laboratory conditions with airflow capacity of 30 to 40 tons cooling, direct-drive electronically commutated motor (ECM) fan array configured for 460V, 3-Phase, 60Hz service, multi-stage filtration (minimum MERV 13 pre-filtration with terminal HEPA filtration), and clean-steam humidification. The system must integrate fully with the existing Honeywell Tridium Building Automation System. All work shall comply with ASHRAE Standards 62.1, 90.1, and 170; International Mechanical Code; NFPA standards; OSHA requirements including lockout/tagout and fall protection; and EPA regulations. The period of performance is 120 calendar days from contract award, with work limited to the existing mechanical room footprint and reuse of existing ductwork, piping, utilities, and building automation interfaces to the maximum extent practicable.
Deliverables include project schedule due within 15 days, product data and submittals due within 30 days, certified Testing, Adjusting, and Balancing report by an independent NEBB or AABC-certified firm, commissioning report with 48-hour trend data, as-built drawings, Operation and Maintenance manuals, and operator training. The contractor shall provide one-year non-prorated labor warranty for workmanship and ensure all equipment carries manufacturer's standard commercial warranty or minimum one-year duration from final acceptance, whichever is greater.
Evaluation uses a lowest-price technically acceptable approach. Volume I (Technical Approach) is limited to 10 pages; Volume II (Price Quote) must use the provided Excel format. Quotes must acknowledge all amendments, include a completed SF1449 form, confirm U.S. manufacturing status per Buy American requirements, and extend pricing to two decimal places.
