About this file

This is a Questions and Answers document for federal contract opportunity 1305M226Q0187 concerning Air Handling Unit (AHU) Replacement work. The document addresses fourteen contractor inquiries regarding project specifications, controls systems, documentation, and administrative matters.

Key technical details indicate that existing mechanical plans and drawings are not currently available but will be provided post-award. The project involves Cleanroom AHU-2 with existing Honeywell controls featuring heating and cooling valve command/position, pre-filter status, freezestat, fire alarm status, supply fan enable/status, three recirculation fan enable/status points, cooling coil temperature, discharge air temperature, room static pressure, room humidity and temperature, and humidifier enable/command capabilities. Contractors are required to field verify the existing sequence of operations and coordinate replacement controls, including integration of room static-pressure monitoring points (Room C102 Static Pressure, Room C103 Static Pressure, and Room C103 Discharge Static Pressure) into the new Honeywell Tridium controls architecture. The solicitation deadline has been extended to 5:00 PM ET on September 3, 2026, providing a minimum two-day extension from the original bid due date to allow contractors time to review posted question responses. The document confirms that two representatives from Accord Federal Services, LLC attended a site visit, with sign-in responsibilities handled by facility staff.

# Questions Responses

Can you provide the existing mechanical plans of the building?

See question 7, drawings are not available at this time and will be provided after award.

Is there any additional information on the controls sequence that is in place?

No additional unit-specific sequence of operation or original controls schematic has been located. Honeywell has identified the existing control points for Cleanroom AHU-2 based on field-captured information. The available points include heating and cooling valve command/position, pre-filter status, freezestat, fire alarm status, supply fan enable/status, three recirculation fan enable/status points, cooling coil temperature, discharge air temperature, room static pressure, room humidity and temperature, and humidifier enable/command. The Contractor shall field verify the existing sequence and operating conditions and coordinate the replacement controls.

Are the large supply fans being used to control space pressure?

The available controls information indicates that room/static pressure is monitored by the AHU-2 control system; however, the available documentation does not establish that the supply fan is actively modulated specifically to control space pressure. The existing operating sequence and fan response to space-pressure conditions shall be field verified.

Is there a pressure monitor in the space that is pulled into the Tridium controller.

Yes. The Honeywell controls information identifies room static-pressure points associated with the Cleanroom AHU-2 controls, including Room C102 Static Pressure, Room C103 Static Pressure, and Room C103 Discharge Static Pressure. These points are identified for integration into the new Honeywell Tridium controls architecture.

Can the bid due date be extended to at least 2 days after the answers to questions have been posted?

The solicitation is extended for quotes to be due no later than 5:00 PM ET on September 3, 2026.
