The acquisition targets small businesses classified under NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a $19 million size standard. Work involves removal and replacement of one existing Trane modular clean-room AHU serving Room D104 within the HML NIST Biorepository on a Firm Fixed Price basis with a 120-calendar-day performance period from contract award. The contractor must implement stringent environmental and contamination control measures during removal and installation, engage an independent certified third-party firm to perform testing, adjusting, and balancing, and complete commissioning including 48-hour stability verification and delivery of manufacturer documentation and as-built drawings. Post-acceptance labor warranty is one year. Work must comply with ASHRAE, IMC, NFPA, OSHA, and EPA standards.
