NOAA is conducting market research to identify small business sources capable of replacing an aging Air Handling Unit (AHU) serving Room D104 in the NOAA Hollings Marine Laboratory (HML) Biorepository. The existing Trane modular clean-room AHU has exceeded its service life and no longer meets current performance, energy efficiency, or clean-room environmental operational requirements. The requirement, classified under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a small business size standard of $19 million, will be awarded as a Firm-Fixed-Price contract. The project scope is limited to replacement within the existing mechanical room footprint and reuse of existing ductwork, piping, utilities, and building automation interfaces to the maximum extent practicable. The objective is to restore reliable, code-compliant environmental control; reduce operational and contamination risk; maintain environmental stability; and ensure continued compliance with applicable Federal, state, mechanical, and safety code requirements.

Small business sources must submit responses of no more than 5 pages addressing: company name and address; point of contact information; System for Award Management Unique Entity Identification Number; company size and socioeconomic status; clear demonstration of capability to provide supplies listed in the attached draft SOW including warranty requirements; any Government Wide Acquisition Vehicle contracts held (such as GSA); and a non-binding rough order of magnitude for the AHU replacement. Standard brochures are not acceptable. Responses must be submitted electronically in PDF format to Aaron Atkins, Contract Specialist, at aaron.atkins@noaa.gov no later than 12:00 PM Eastern Standard Time on Wednesday, July 22, 2026. Information submitted will be used solely for market research purposes and the Government will not compensate respondents for costs incurred.

Sources Sought Notice

This Sources Sought Notice is not a Request for Quote and does not constitute a commitment by the Government. The Government is currently conducting market research in accordance with Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) Part 10 to identify potential small business sources to fulfill the requirement and gather information on current capabilities of businesses within the market. All information submitted in response to this Sources Sought Notice is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Proprietary information submitted should be marked appropriately. All submitted information shall remain with the United States (U.S.) Government and will not be returned.

The National Oceanic and Atmospheric Administration, Acquisition and Grants Office, Eastern Acquisition Division is conducting market research to identify small business sources capable of providing the supplies relevant to the requirement needs described herein for the National Ocean Service, National Centers for Coastal Ocean Science (NCCOS). The North American Industrial Classification System (NAICS) code is 238220: Plumbing, Heating, and Air-Conditioning Contractors. The small business size standard for this NAICS code is $19 million.

The NOAA Hollings Marine Laboratory (HML) Biorepository relies on precise environmental control to preserve the integrity of biological samples and research materials. The existing Air Handling Unit (AHU) serving Room D104 is an aging Trane modular clean-room AHU that has exceeded its expected service life and no longer meets current performance, energy efficiency, or clean-room environmental operational requirements. The AHU exhibits multiple age-related deficiencies affecting reliability, maintainability, and environmental control capability.

This requirement will consist of a Firm-Fixed-Price contract to perform lifecycle replacement of one existing AHU serving the Biorepository within HML. The project is limited to replacement within the existing mechanical room footprint and reuse of existing ductwork, piping, utilities, and building automation interfaces to the maximum extent practicable.

The objective of this project is to restore reliable, code-compliant environmental control; reduce operational and contamination risk; maintain environmental stability; and ensure continued compliance with applicable Federal, state, mechanical, and safety code requirements.

Replacement of the AHU with a modern, high-efficiency system will support clean-room contamination control needs, improve energy performance, and ensure continued mission capability for NOAA research programs.

For informational purposes, a DRAFT SOW is attached to assist sources in gaining a more in-depth understanding of the overall requirement. Small Business sources that believe they have the capabilities to provide the required services stated herein, are requested to provide a response of no more than 5 pages that must address the following:

(1) Company name and address

(2) Company point of contact - name, phone and email address

(3) System for Award Management Unique Entity Identification Number

(4) Company’s Size in relations to NAICS Code 238220 (e.g., large business, small business) any and all small business socioeconomic status’ (e.g. 8(a), service-disabled veteran owned small business, HUBZone small business, and/or women owned small business), as validated via the System for Award Management and/or SBA’s Dynamic Small Business Search (DSBS).

(5) Clear demonstration of the capability to provide the supplies listed in detail in the attached SOW, to include the warranty requirements.

(6) Any Government Wide Acquisition Vehicle held contracts and their respective contract numbers, if applicable, such as GSA.

(7) A non-binding rough order of magnitude for the AHU replacement and completion of the draft SOW.

Standard brochures will not be considered a sufficient response to this notice. Interested sources shall submit an electronic copy response to the information requested above to Aaron Atkins, Contract Specialist, via email at aaron.atkins@noaa.gov, no later than 12:00 PM Eastern Standard Time (EST) Wednesday, July 22, 2026. The electronic copy of your response must be in pdf format and readable by Adobe.
