About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base is seeking a commercial vendor to upgrade the Air Force Test and Analysis Tool (AFTAT) Information Technology Program. The specific requirements include converting the existing STARLIMS-based software from an XFD interface to a full HTML5 interface and upgrading the technology platform from version 12.2 to 12.7. Vendors must provide labor for program management, system analysis, engineering support, technical support, testing, validation, training, and go-live support, with staff required to have minimum 500 hours of direct AFTAT experience and expertise in STARLIMS programming. The solicitation will use a lowest price, technically acceptable evaluation method, with proposals reviewed for technical acceptability and past performance through the Contractor Performance Assessment Reporting System (CPARS). Proposals are due by 3:00 PM EST on March 25, 2025, with an anticipated award date of April 7, 2025, and any questions should be directed to Meredith Setterfield.
The contract is set aside for total small business participation and will support approximately 1,500 end users in the Cloud One Azure Gov Cloud IL-4 environment. The place of performance is primarily remote, with some on-site work required at Wright-Patterson AFB in Ohio. While no specific contract value is disclosed, the project is expected to have a 9-12 month period of performance with a firm fixed price contract type. Vendors must be registered in the Central Contractor Registration (CCR) database and include any necessary licensing costs as a separate line item in their proposal. No security clearance is required, but vendors must comply with Air Force IT and cybersecurity requirements. The solicitation number is SC06002500536, and the contract falls under the NAICS category 541511 for Custom Computer Programming Services and PSC category DA01 for IT and Telecom Business Application Development Support Services.

This is a solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) 12 and FAR 15, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government reserves the right to award without discussions. All prospective contractors must be registered and have an active registration in the Central Contractor Registration (CCR) database to be awarded a DoD contract. This solicitation document, SC06002500536, is a Request for Proposal (RFP) and incorporates FAR provisions and clauses in effect through Federal Acquisition Circular (FAC) 2025-03. Reference the Solicitation number in the subject line of the RFP response.
See the attached PWS for requirements specifications. The vendor shall provide labor hours for program management, system analysis, engineering support, technical support, testing, validation, training, and go live support for the AFTAT information technology program HTML 5 conversion and technology platform upgrade. As AFTAT is based on the STARLIMS programming language, the vendor must employ staff with experience with STARLIMS programming to include experience performing a STARLIMS quality management technology platform upgrade and performing a conversion of a system from XFD to HTML 5; see PWS for specifications. In the response to this RFP, the contractor shall also cite specific, previously executed contracts supporting use of STARLIMS programming language.
In accordance with FAR 15.101-2, award will be made to the lowest total price, technically acceptable, responsive, responsible offeror. The lowest total priced proposal will be reviewed for technical acceptability. If technically acceptable, the offeror’s past performance, in accordance with FAR 15.305(a)(2), will then be evaluated. If the offeror has no more than one unsatisfactory rating in the Contractor Performance Assessment Reporting System (CPARS) that proposal is awardable, and no other proposals will be evaluated. If the lowest priced proposal isn't awardable then the next lowest proposal shall be evaluated and so on.
Anticipated Award Date is 22 April 2025.
Col Paul W. Tinker has been appointed as Ombudsman. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. The Ombudsman does not participate in the preparation of solicitations, evaluation of proposals or source selection process and does not diminish the authority of the contracting officer. Any questions or concerns about this solicitation should first be directed to the buyer at the e-mail address or phone number listed, or you may contact the Ombudsman at ASCA@us.af.mil.
