About this file

This Performance Work Statement (PWS) details the Air Force Test and Analysis Tool (AFTAT) Information Technology Program upgrade for the Air Force Petroleum Office at Wright-Patterson AFB. The project requires converting the existing STARLIMS-based software from an XFD interface to a full HTML5 interface, enabling universal browser access without file downloads. The vendor must provide labor for program management, system analysis, engineering support, technical support, testing, validation, training, and go-live support, with specific requirements including upgrading the technology platform to STARLIMS version 12.7 and converting multiple client scripts and forms.

The solicitation (SC06002536) seeks a commercial vendor with demonstrated STARLIMS programming experience, with award to be made to the lowest-priced, technically acceptable offeror. Proposals are due by 3:00 PM EST on 25 March 2025, with an anticipated award date of 7 April 2025. The project will involve some on-site work at Wright-Patterson AFB, though most tasks will be conducted remotely. No security clearance is required, and the vendor must comply with Air Force IT and cybersecurity requirements. Proposals should be emailed to Meredith Setterfield and Richard Saltsman, with any questions directed to Meredith Setterfield.

AIR FORCE PETROLEUM OFFICE (AFPET/PTPL)

WRIGHT-PATTERSON AFB, OH 45433

Performance Work Statement AFTAT HTML5 Conversion

21 March 2025

1. REQUIRING AGENCY: AFPET/PTPL, 2430 C Street, Bldg 70, Area B, WPAFB OH 45433.

2. TITLE: Air Force Test and Analysis Tool (AFTAT) Information Technology (IT) Program Update to STARLIMS Technology Platform 12.7 and Conversion to a Full HTML 5 Interface

3. BACKGROUND: AFTAT is a highly customized Commercial-Off-the-Shelf (COTS) software based on STARLIMS programming language that provides users with real-time access to quality data generated by the Air Force Petroleum Office’s (AFPET) network of area laboratories for samples tested that are submitted in support of aircraft flight operations, maintenance processes, space launch operations, and aircraft mishap safety investigation boards. Currently, operation of AFTAT uses an XFD interface that requires an XFD file download that is not available to all users. Conversion of AFTAT to a full HTML 5 interface will allow any user to operate the AFTAT system from any internet browser without the need to download any file on the user machine.

4. SCOPE: The vendor shall provide labor hours for program management, system analysis, engineering support, technical support, testing, validation, training, and go live support for the AFTAT information technology program HTML 5 conversion and technology platform upgrade. As AFTAT is based on the STARLIMS programming language, the vendor must employ staff with experience with STARLIMS programming to include experience performing a STARLIMS quality management technology platform upgrade and performing a conversion of a system from XFD to HTML 5. The vendor shall be able provide references for work performed on previous projects to validate these experience requirements are met. Any design and code changes performed by the vendor as part of this effort must meet STARLIMS review requirements to ensure compatibility with AFTAT’s STARLIMS licensing and annual maintenance plan. This effort shall consist of a sufficient amount of labor hours to ensure all tasks and objectives are met. The vendor shall clearly indicate in any proposals submitted the approach to how the objectives/tasks of the effort will be accomplished and the time required for each so the requesting activity can accurately access viability of the vendor’s technical approach. All upgrades will comply with USAF cybersecurity requirements.

5. OBJECTIVES/TASKS:

HTML Conversion Effort

a. Provide planning and project management for the effort.

b. Upgrade existing technology platform (12.2) to the latest STARLIMS technology platform release (currently 12.7).

c. Convert the existing AFTAT STARLIMS application user interface from XFD technology to STARLIMS Hypertext and Markup Language (HTML) version 5. This includes the conversion of all client scripts/forms/modules so the system retains all requested functionality in a HTML 5 format that will work with any internet browser and will not require any downloadable files on the user machine. Experience with STARLIMS programming is required for this effort so the vendor can accurately assess the time necessary to perform upgrades and bid appropriately. Client scripts/forms to be converted include:
