This draft solicitation seeks proposals to operate and maintain the Air Force Primary Standards Laboratory to provide calibration services and technical order development supporting the Air Force Metrology and Calibration Program. The Department of the Air Force Materiel Command is soliciting proposals to provide primary level metrology and calibration of Air Force reference standards, specialized testing for research laboratories, calibration technical assistance to lower echelon labs, and development and distribution of calibration technical orders and technical order library maintenance. Evaluation criteria will assess technical approach, past performance, and price, with past performance being most important. Questions regarding the draft RFP documents are currently being accepted, with the final RFP to be issued after all reviews are completed.
There is no set-aside designated. The NAICS code is 541715 and PSC code is R425. The incumbent contractor is eligible to submit a proposal. The period of performance is from July 2020 through December 2031, with optional years through 2031. Pricing includes both firm-fixed price and cost reimbursement CLINs. Place of performance is the Central Ohio Aerospace and Technology Center facility in Heath, Ohio, where the contractor must lease approximately 89,000 square feet of space to house the AFPSL. The estimated annual workload ranges from approximately 237,000 to 261,000 calibration and testing items.

A few questions have been received regarding the draft RFP that was posted last Friday.
1. Regarding the lease terms of the buildings that will be used, the lease terms and costs will be a "passthrough" to the contractor. At the time of final RFP, we will include those costs in the proper CLINs and all offerors will use those numbers. The contractor will not be responsible for negotiating any lease terms.
2. The close date for the draft RFP is 3 December. We anticipate the final RFP release sometime in January 2020.
