About this opportunity

The Air Force 87th Contracting Squadron seeks an SDVOSB contractor to provide on-site academic instruction, registrar management, and training support for the Expeditionary Center's Air Advisor courses at Joint Base McGuire-Dix-Lakehurst, New Jersey, with proposals due May 8, 2026 at 3:00 PM EST and questions due April 9, 2026 at 3:00 PM EST. This is a firm fixed-price requirements contract (not IDIQ), set aside exclusively for Service-Disabled Veteran-Owned Small Businesses under NAICS 611699 with a $16.5 million size standard.

Place of performance is McGuire AFB, New Hanover, New Jersey, with potential future transition to other CONUS locations and remote sites including OCONUS areas (CENTCOM, EUCOM, SOUTHCOM, AFRICOM, PACOM) for Mobile Training Team deployments. The contract encompasses a 12-month base year beginning October 2026, followed by four optional 12-month renewal periods and one optional 6-month extension, for potential total duration of 60 months. Work is organized under multiple labor Contract Line Item Numbers covering Contract/Site Manager, academic instructors, MSAS instructors, role player directors, and approximately 360 role players annually (priced per person-day), with travel costs not to exceed $50,000–$54,121.61 annually and other direct costs similarly capped. The Performance Work Statement anticipates approximately 1,500 annual students across three primary courses: Air Advisor Initial Qualification Course (15 classes/year), Air Advisor Senior Leader Course (4 classes/year), and Air Advisor Mission Commander/Team Sergeant Qualification Course (4 classes/year).

Instructors must complete USAF EOS Instructional Methods Course or equivalent and maintain SECRET clearance; role players do not require clearance. The Contract/Site Manager is the sole designated key personnel, with a required master's degree, military field-grade officer experience, and prior deployment experience as a military advisor. All contractor and subcontractor personnel must undergo criminal history background checks and access control procedures at Joint Base McGuire-Dix-Lakehurst per the Contractor Security Appendix, including Level I Antiterrorism Awareness training via Joint Knowledge Online. Incumbent contractor is Flatter Inc. under contract FA448421D0005; incumbent personnel have first right of refusal for hire under Executive Order 14055.

Evaluation employs best-value tradeoff methodology with technical capability, past performance, and mission-essential plan combined as significantly more important than price. Technical factors are evaluated acceptable/unacceptable based on organizational staffing, manning utilization, and qualified personnel recruitment and retention strategies. Past performance draws from up to three relevant contracts valued at $100,000 or more completed within the past five years, assessed against recency, relevance, and confidence ratings (Substantial, Satisfactory, Neutral, Limited, or No Confidence). Past Performance Questionnaires from prior contracting officers are due by May 8, 2026 and will be used alongside CPARS ratings. The Mission Essential Contractor Services Plan must address service continuity during facility closures, severe weather, natural disasters, security incidents, and emergency situations. Proposals are limited to 250 total pages (covers and table of contents excluded), organized into four volumes: Technical Capabilities (Volume I), Past Performance (Volume II, 30-page limit), Price (Volume III), and Mission Essential Plan (Volume IV). Pricing is submitted via SF 1449 fillable schedule and Labor Worksheet with prices held firm for 120 calendar days. Cybersecurity Maturity Model Certification Level II is required post-award. Award anticipated September–October 2026. The contracting officer is Jeremy Botkin (609-754-3008); inspection and acceptance occur at Fort Dix, New Jersey. Payment is via Wide Area WorkFlow using Invoice 2in1 or cost vouchers.
