Answer: Further research has determined that CMMC Level II is not required.

Question 119

Question 104 states that the Government will provide the QASP. PWS Section 1.8 Quality Control - states "The contractor shall submit a QCP with the proposal, which will identify the standards, processes, procedures, and checklists for all tasks performed. The plan shall become a compliance document after evaluation." There is no Instruction / requirement to submit a QCP with the proposal detailed in Section L nor is there an evaluation description or criteria for the QCP in M. Is the offeror correct in assuming that the QCP is to be submitted after award and not to be submitted with the proposal? If it is to be submitted with the proposal, in which volume? is it included in the 250 page limit, and how will the government evaluate the QCP?

Answer: Please see QASP under the attachments. Quality control plan will not be required during submission of proposal.

Question 120 The question asked the Government to consolidate J-8 Addendum to 52.212 and J-9 Section L&M and issue new/complete instructions to offerors. The Government's answer was "The documents will stand as is". Then the government released a new J-9 Section L&M. Will the government please confirm that the J-9 released with Amendment 1 supersedes both the J-8 Addendum to 52.212 and J-9 Section L&M released with the original solicitation or is the J-8 released with the original solicitation still applicable?

Answer: The government did not consolidate J8 and J9. J9 released with the amendment, was to correct minor clerical errors, and did not materially change the document itself. The J9 released, supersedes the previous J9 and does not affect the J8.

Question 121 If the answer to the above question is that the J-8 Addendum to 52.212 is still applicable, would the government please detail which set of conflicting instructions (Between the J-8 Addendum released with the solicitation and the Revised J-9 Section L &M released with Amendment 1) we are to follow?

Answer: As previously stated, only one copy of the proposal may be submitted. If you decide to submit a second copy, you may do so, and we will not hold both copies to the 250-page maximum limit. In addition, we have updated the due date on the solicitation.

Proposals and PPQs are now due 8 May 2026.

Answer: The in-residence portion is conducted at JBMDL, NJ

Question 124 According to L-1.8, “Any commitments made to the proposal shall become a part of the resulting contract,” meaning that each offeror's solution as bid must be adhered to after award. Additionally, according to Q&A #70, incumbent staff have the first right of refusal to be hired for the new contract. Since the Government will not disclose (Q&A #28) which instructor/SME positions align with which courses currently, they are inadvertently giving unfair advantage to the incumbent, who solely possesses the only staffing solution that presumably requires no additional training/certification because each incumbent employee on the contract has already been certified in the courses that they will teach.

This information, however, is not being made available to the other bidders. Since any additional training required to be conducted by an offeror adds mobilization risk and each offeror must stick with their plan as bid because it is incorporated into the contract, the incumbent’s solution is being given an automatic and unfair advantage. In order to eliminate this advantage to the incumbent, will the Government consider answering Question #28 from the previous round of Q&A as previously asked?

Answer: There is no direct alignment between the instructor qualifications listed in the PWS and classes/courses listed in Appendix B, referenced in question 28 from the original Q&A. It is the government's intent that the contractor have flexibility to staff and utilize instructors in any role for which the minimum education and experience requirements have been met. As stated in the Appendix B notes section all information given is subject to change as needs of the government evolve and would therefore not be subject to "commitments" as referenced in section L-1.8 of the solicitation. Additionally, required instructor training and certification beyond the specific PWS-outlined education and experience qualifications, I.E. USAF EOS instructor qualification course, is provided by the government at no additional cost.

Question 125 D2 Government Solutions respectfully requests a one-week extension to the proposal due date for Solicitation FA448426R0010, Air Advisor Academic Support Services. In the solicitations Q&A, the Government indicated its intent to issue an amendment revising the CLIN structure for the base period, specifically to reflect the phase-in/mobilization period as one month and adjust the related base service CLINs accordingly. Because that CLIN structure directly affects pricing development, we respectfully request additional time for offerors to review the formal amendment, validate assumptions, and prepare an accurate and fully compliant price proposal.

Answer: The amendment was already completed to reflect the phase in/mobilization CLIN.

Proposals will be due 8 May 2026. If in the government’s best interest, any update will be addressed prior to solicitation closing.
