Antiterrorism Awareness for Contractors - Summary
This document is an antiterrorism awareness pamphlet developed by Joint Base McGuire-Dix-Lakehurst (JB MDL) for contractors operating on the installation. The pamphlet provides contractors with a broad overview of their role in the Global War on Terrorism and emphasizes force protection awareness and suspicious activity reporting procedures.
The document outlines critical awareness indicators contractors should monitor, including surveillance activities (unfamiliar personnel or vehicles), vehicles without proper documentation (license plates, vehicle passes, or DoD decals), illegally parked vehicles remaining in one location for extended periods, and repeated vehicle activity at the same location. It defines three categories of potential terrorist victimization: by association (wrong friends/place/time), by location (wrong place at wrong time), and by opportunity (random targeting at soft targets). Additionally, the pamphlet identifies suspicious indicators such as elicitation attempts, security tests, unauthorized acquisition of supplies or uniforms, dry runs, asset deployment, and suspicious financing activities. The document details the Force Protection Conditions (FPCON) system ranging from Normal through Delta, specifying threat levels and corresponding protective measures for each condition. Contractors are instructed to remain alert to their surroundings, report suspicious activity to Security Forces at (609) 754-6001, and contact the JB MDL AT Office at (609) 562-5362/2489/2445 or email 87abw.ato@us.af.mil for antiterrorism guidance. In emergencies, contractors should dial 911 and provide their name, location, and callback number to Security Forces.
