About this opportunity
The Transportation Security Administration (TSA) issued a sole-source justification notice for a preventative maintenance agreement valued at $28,668.00 for an Agilent CrossLab Silver maintenance plan supporting the agency's Gas Chromatography Mass Spectrometer (GC/MS) Triple Quad System. The maintenance service is essential for supporting the Canine Explosive Training Aid (CETA) program and the National Explosives Detection Canine Team Program (NEDCTP), which conduct mission-critical research and analysis using the analytical laboratory equipment. The sole-source determination is justified based on Agilent Technologies being the only manufacturer capable of providing certified technician support, proprietary diagnostic tools, and genuine service parts necessary to maintain the system's sensitivity and performance specifications. The procurement covers four specific Agilent instruments and includes annual system inspection and on-site repair visits under a performance period from August 1, 2025 through July 31, 2026. The contract was awarded on September 4, 2025 under FAR Part 13 Simplified Acquisition Procedures, though the specific awardee vendor name was not disclosed in the available documentation. This procurement was justified through market research demonstrating that third-party service providers lack the specialized knowledge and access to manufacturer-specific components required to maintain the equipment's operational integrity.
Notice text
The Transportation Security Administration (TSA), Requirements, Capabilities, and Analysis (RCA), Chemistry & Explosives Branch (CEB) has a requirement to procure an Agilent Crosslab Silver preventative maintenance agreement for the Agilent Gas Chromatography Mass Spectrometer (GC/MS) Triple Quad System. This is a necessary requirement to ensure proper operations of the CEB analytical lab equipment which is used for mission critical research and analysis of CETA (Canine Explosive Training Aid) which are utilized by participants of the TSA National Explosives Detection Canine Team Program (NEDCTP).
The contractor will provide support through the Agilent CrossLab Silver preventative maintenance agreement for the
Agilent Gas Chromatography Mass Spectrometer (GC/MS) Triple Quad System, which is critical for the (CETA) program.
Ensuring the proper operation of the CEB’s analytical lab equipment is essential to support both new and ongoing operations
that contribute to the mission-critical research and analysis of CETA. These aids are used in the NEDCTP. The Agilent
instrumentation has been installed and previously serviced by Agilent-certified technicians according to the manufacturer’s
specifications. Any deviation from using certified Agilent technicians could compromise the sensitivity and performance of
the equipment, potentia lly hindering the CEB’s a bility to meet mission requirements a nd timelines effectively.
Awarded contract 70T02025P7573N001 to unknown vendor for unknown amount on 2025-09-04.
