About this file

This document is a Single Source Justification (SAP) for the Transportation Security Administration (TSA), specifically for the Chemistry & Explosives Branch (CEB). The procurement involves a $28,668.00 Agilent CrossLab Silver preventative maintenance agreement for an Agilent Gas Chromatography Mass Spectrometer (GC/MS) Triple Quad System, which is critical for supporting the Canine Explosive Training Aid (CETA) program and National Explosives Detection Canine Team Program (NEDCTP). The single-source justification is based on Agilent Technologies being the only manufacturer with proprietary components, diagnostic tools, and certified technicians capable of servicing the specific equipment.

The maintenance plan covers four specific Agilent instruments and includes annual system inspection, on-site repair visits, and genuine Agilent service parts. The procurement is conducted under FAR Part 13 Simplified Acquisition Procedures, with a performance period from 08/01/2025 to 07/31/2026. The TSA procurement team conducted market research and determined that third-party service providers lack the specialized knowledge and access to genuine manufacturer parts, further justifying the sole-source selection. The Contracting Officer assessed the proposal as representing the best value by comparing the price to the Statement of Work and Independent Government Cost Estimate.

Appendix B SAP Single Source Justification

FAR 13.501

SAP Single Source Justification

SECTION I: Introduction

The Transportation Security Administration (TSA), Capabilities and Analysis (RCA), Chemistry & Explosives

Branch (CEB) and Contracting and Procurement propose to solicit and issue a purchase order based on soliciting only one source. (FAR 13.106-1 (b)(2))

The procurement request number is PR257573B082-002 and the Contracting and Procurement’s tracking number is JA-‘2025’-02-1231.

This acquisition is conducted under FAR Part 13, Simplified Acquisition Procedures.

SECTION II: Description of Action Being Approved

The Transportation Security Administration (TSA), Requirements, Capabilities, and Analysis (RCA), Chemistry &

Explosives Branch (CEB) has a requirement to procure a n Agilent Crosslab Silver preventative maintenance agreement for the Agilent Gas Chromatography Mass Spectrometer (GC/MS) Triple Quad System. This is a necessary requirement to ensure proper operations of the CEB analytical lab equipment which is used for mission critical research and analysis of

CETA (Canine Explosive Training Aid) which are utilized by participants of the TSA National Explosives Detection

Canine Team Program (NEDCTP).

(a) Contractor Name: Agilent Technologies Inc.

2850 Centerville Road

Wilmington DE, 19808

(b) Type of action: Firm Fixed-Price Contract

(c) Amount: $28,668.00

(d) Period of Performance: 08/01/2025-07/31/2026

(e) Agilent Technologies is the only manufacturer that has the necessary proprietary components and diagnostic tools to service the Agilent Triple Quad system. The software interfaces, calibration protocols, and replacement parts are specifically designed and produced by Agilent, and only their certified technicians have the expertise to ensure the system operates according to the required specifications for federal operations.

SECTION III: Description of Supplies or Services

Equipment to be covered in this Crosslab Silver Plan is below:

Agilent M# 7693A Tray with Heater/Mixer/Bar Code (S/N: US11380131)

Agilent M# 7693A Auto Injector (S/N: US13250852)

Agilent M# 7890B Series GC Custom (S/N: US13393003)

Agilent M# 7000C Quadrupole MS/MS EI/CI Mainframe (S/N: US1538T302)

This plan is designed to provide comprehensive maintenance services to ensure that these critical instruments remain in optimal working condition, supporting TSA’s mission. The Agilent CrossLab Silver Plan covers the following characteristics:

• Annual system inspection and cleaning

• On-site repa ir visits: If issues arise, certified technicians will be sent on-site to restore the equipment to operational condition. The coverage includes both travel time and labor associated with repairs.

• Genuine Agilent service parts

The Agilent Crosslab Silver (GCMS) Triple Quad Maintenance is $28,668.00 for one base year. There are no option years.

This service plan ensures that the equipment is continuously maintained with minimal disruption to operations supporting the critical mission of explosive detection canine training.

SECTION IV: Identification of the Single Source Justification

FAR 13.106-1(b) X Only one source is capable of responding due to the unique or specialized nature of the work.

Brand Name Only. Note: if using “brand name”, clearly explain why brand name or equal is not a viable solution.

An urgent and compelling need exists and soliciting more than one vendor would result in unacceptable delays.

A licensing agreement is required as a part of this purchase order, which is available from only one source.

SECTION V: Description of Rationale

The contractor will provide support through the Agilent CrossLab Silver preventative maintenance agreement for the

Agilent Gas Chromatography Mass Spectrometer (GC/MS) Triple Quad System, which is critical for the (CETA) program.

Ensuring the proper operation of the CEB’s analytical lab equipment is essential to support both new and ongoing operations that contribute to the mission-critical research and analysis of CETA. These aids are used in the NEDCTP. The Agilent instrumentation has been installed and previously serviced by Agilent -certified technicians according to the manufacturer’s specifications. Any deviation from using certified Agilent technicians could compromise the sensitivity and performance of the equipment, potentially hindering the CEB’s ability to meet mission requirements and timelines effectively.

SECTION VI: Contracting Officer’s Determination that the Order Represents the Best Value

The Contracting Officer determined that the Task Order represents the best value by comparing the current price to the Statement of Work (SOW) and Independent Government Cost Estimate (IGCE), in addition to reviewing historical pricing. Agilent

Technologies, Inc. will provide a proposal in accordance with GSA labor rates, which are pre -determined to be fair and reasonable.

SECTION VII: Market Research Description

The TSA/RCA/CEB procurement team conducted market research to identify service providers capable of offering the Agilent CrossLab Silver Maintenance Plan, as outlined in the Statement of Work (SOW). Due to the exclusive nature of the

Agilent equipment, it is protected from third-party competition. Many third-party service providers do not have access to genuine manufacturer replacement parts and lack the specialized knowledge required to maintain the equipment. These providers often employ untrained technicians and substitute non-genuine parts, such a s those sourced from overseas or refurbished in-house, despite these parts being explicitly excluded from the service contract.

SECTION X: Concurrence and Approval

The required levels of concurrence and approval of this justification for single source solicitation depends on the estimated total value of the procurement. Concurrence and approval must be obtained for that level and each previous level.

Estimated Procurement Value:

$2,000 and greater for Construction

$2,500 and greater for Services $10,000 and greater for Supplies, up to $250,000
