About this opportunity

The 325th Contracting Squadron at Tyndall Air Force Base seeks quotes for one 6,000-gallon self-contained fuel dispensing system for the new AGE facility (Building 200), with quotes due August 7, 2026, by 1:30 PM CDT. This is a total small business set-aside under NAICS 332420 (Metal Tank Heavy Gauge Manufacturing) and PSC 5430 (Storage Tanks).

Place of performance is Tyndall AFB, Florida (DoDAAC F4A201), with delivery and offloading required within 120 calendar days of award. The system must be UL 2085 Fireguard-certified with heavy-gauge steel construction (1/4" shells, 5/16" heads), epoxied interior lining compatible with Fuel System Icing Inhibitor additives, and an Envirolastic 940 DTM polyaspartic urethane exterior finish. The dispensing system includes a gas station-style dispenser rated at 40–50 GPM for dispensing and 60–90 GPM for filling, a 1" Hannay hose reel with 25 feet of hose and swivel, a Total Control 682-15 piston meter with 10:1 pulser, and a UL-listed lockable cabinet. Safety features include overfill prevention with high-level shut-off valve, dual 8" emergency pressure/vacuum vents with a 3" stack vent extending 12 feet above grade, a 2" clock gauge with integrated alarm, interstitial leak gauge, external ladder with safety shield, 24" manway, and a 30-year Steel Tank Institute warranty. Contractor scope is limited to delivery and offloading; the Government will provide all electrical power and testing fuel. Contractor must provide all crane and rigging assets (minimum 27-ton capacity) and secondary equipment to position the tank, accounting for overhead obstructions at the installation site.

Offerors must submit two volumes: Volume 1 (pricing with all transportation and delivery charges included) and Volume 2 (technical approach, maximum 7 pages, 12-point Times New Roman). Evaluation is based on price and technical approach demonstrating adequate understanding of fuel tank specifications. Questions were due July 14, 2026; consolidated answers were posted to SAM.gov on August 3, 2026. Proposed prices must remain firm for 60 calendar days from quote receipt date.
