About this file

This is a Statement of Work letter from the 325th Fighter Wing (Air Combat Command) at Tyndall Air Force Base, Florida, dated 27 July 2026, establishing quality and performance requirements for the acquisition, delivery, and installation of a 6,000-gallon fuel dispensing system for Aerospace Ground Equipment (AGE) operations.

The vendor must deliver and offload a UL 2085-certified, fire-protected, double-wall fuel tank to Building 125M on the same calendar day, providing all necessary crane equipment with a minimum 27-ton lifting capacity, rigging assets, labor, and secondary equipment to position the tank into its final location despite overhead obstructions that prevent direct crane placement. The system must be a self-contained, Jet-A fuel dispensing system featuring heavy-gauge steel construction (1/4" shells, 5/16" heads) with epoxied interior lining compatible with Fuel System Icing Inhibitor additives, a gas station-style dispenser pump (40-50 GPM dispensing/60-90 GPM filling), 1-inch Hannay hose reel with 25 feet of hose, Total Control 682-15 piston meter, EI 1581 filter/separator, dual 8-inch emergency vents with a 12-foot stack vent, high-level shut-off overfill prevention valve, interstitial leak gauge, 2-inch clock gauge with integrated alarm, external ladder with safety shield, 24-inch manway, UL-listed lockable dispensing cabinet (3'6" x 4'2" x 6'6"), and a 30-year Steel Tank Institute-backed warranty. Quality acceptance criteria require operational validation demonstrating full 6,000-gallon capacity with successful Jet-A dispensing, multiple consecutive fault-free operational cycles, and full compliance with OSHA safety regulations and environmental standards. The installation site is located at the AGE facility under a covered structure with marked clearance constraints as shown in the provided facility photographs and architectural plan.

DEPARTMENT OF THE AIR FORCE

325TH FIGHTER WING (ACC)

TYNDALL AIR FORCE BASE FLORIDA

27 July 2026

MEMORANDUM FOR: 325 LRS/CONS

FROM: 325 CONS

SUBJECT: STATEMENT OF WORK LETTER

1. Purpose The purpose of this document is to establish the explicit quality and performance requirements for the acquisition, delivery, and installation of the equipment specified Below. This document defines clear operational expectations, deliverables, and performance guidelines between the 325th Maintenance Squadron (325 MXS) and the Vendor.

2. Scope of Work (SOW)

• Delivery & Offloading: The vendor shall deliver a 6,000-gallon fuel tank to the Aerospace Ground Equipment (AGE) facility (Building 125M) and offload it at the designated installation site. The contractor must provide all crane and rigging assets including labor and equipment to offload the fuel tank. Delivery and offloading must be executed on the same calendar day.

• Rigging & Crane Requirements: Due to the weight and dimensions of the fuel tank, the vendor must provide a crane with a minimum lifting capacity of 27 tons (27T) to safely hoist the tank from the delivery trailer.

• Installation: Installation is not required for this requirement

• On-Site Maneuvering & Clearance Constraints: Because of physical overhead obstructions (overhangs) at the installation site, direct crane placement into the final footprint is not possible. The vendor is responsible for providing all necessary secondary rigging, machinery, and specialized equipment required to slide, position, and secure the tank into its final location.

• Timeline: Both the offloading from the transport vehicle and the final positioning of the fuel tank must be completed within the same business day to minimize operational downtime.

3. Quality Assurance & Acceptance Criteria:

To achieve formal government acceptance, the installed fuel tank must meet the following functional and safety standards:

• Operational Validation: The system must be fully operational, demonstrating the capacity to be filled to its maximum 6,000-gallon limit and successfully dispense Jet A fuel into support equipment.

• Reliability Testing: The vendor must perform multiple consecutive, fault-free, and uninterrupted operational cycles to verify the systemic integrity of the tank and dispensing systems.

• Regulatory Compliance: The installation, equipment, and execution must fully comply with all applicable Occupational Safety and Health Administration (OSHA) safety regulations and environmental compliance standards.

4. Salient characteristics Salient Characteristics of 6,000-Gallon Fuel Dispensing System

We are requesting the purchase of a 6,000-gallon self-contained fuel dispensing system to support Aerospace Ground Equipment (AGE) operations. This system provides a safe, robust, and compliant solution for storing and dispensing Jet-A fuel directly on the flight line. Its purpose is to establish a centralized, static refueling point for AGE assets, increasing operational efficiency by reducing reliance on mobile fuel trucks and minimizing aircraft servicing times.

The system is engineered for safety and durability in a demanding airfield environment. It is built to the UL 2085 "Fireguard" standard, meaning it is a fire-protected, bullet-resistant, and impact-resistant double-

CUI

wall tank. Integrated safety features include emergency venting, overfill prevention with a high-level shut-off valve, and an interstitial leak gauge to ensure containment integrity. The lockable dispensing cabinet houses a complete, ready-to-use refueling package, including a pump, meter, hose reel, and nozzle, providing a secure and accountable method for dispensing fuel. This turnkey system is essential for maintaining a ready and responsive AGE fleet.

Below are the system specifications:
