About this file

This is a Questions and Answers document for federal contract opportunity FA481926Q0057, an AGE Fuel Tank procurement for Tyndall AFB, Florida, managed by 325CONS/PKA.

The procurement concerns a 6,000-gallon fuel tank system dedicated exclusively to Aerospace Ground Equipment (AGE) refueling, not aircraft servicing. The tank will store Jet-A fuel with Fuel System Icing Inhibitor (FSII) additives and requires an EI 1581 filter/separator without a relaxation tank. A standalone filtration and recirculation system is required to maintain fuel quality. The system will feature a gas station-style dispenser capable of 40-50 GPM dispensing and 60-90 GPM filling rates. The tank must include AVGAS/Jet-A decals and military standard markings. Contractor scope is limited to delivery and offloading only; no installation, anchoring, pipe-fitting, or electrical hookups are required. The Government has designed and constructed a concrete pad to accommodate one 6,000-gallon tank and two 2,000-gallon tanks. The contractor must provide all crane and rigging assets for offloading. Electrical power consists of three 30A, 600V, 3-phase disconnects fed via 480V 3-phase circuits from Panel HVLP02; no downstream electrical installation is required. The delivery timeline has been extended to 90-120 days after receipt of order. Factory calibration of meters is sufficient prior to acceptance, though tanks must arrive with factory-sealed interstitial vacuum intact and be verified on-site. The Government will provide test Jet-A fuel and hazardous waste disposal assets. IUID Data Matrix tags must be affixed to the exterior of the tank.

AGE Fuel Tank (FA481926Q0057) Questions and Answers

Tyndall AFB, Florida

325CONS/PKA

Category 1: Fuel Configurations

1.1 Direct-to-Plane vs. AGE Equipment Only: Will this system be used for direct-to-aircraft refueling, or is it for refueling Aerospace Ground Equipment (AGE) / Ground Support Equipment (GSE)? Only for Aerospace Ground Equipment (AGE), no Aircraft servicing

1.2 Single vs. Split Tank Configuration: The specifications mention storing "AVGAS and Jet-A," but list a single 6,000-gallon capacity. To avoid misfuelling (mixing AVGAS and Jet-A): • Is this a single-compartment 6,000-gallon tank dedicated to only one fuel type? • Or, is it a split-compartment tank (e.g., 3,000 / 3,000 gallons) to store and dispense both fuels simultaneously? AGE Will only need Jet A type of fuel; no other types will be needed.

1.3 Duplicated Hardware: If a split-compartment tank is required, does the Government require completely duplicated and segregated dispensing, filtration, and metering hardware for each fuel side? No, the current vendor has set up the tank to be able to add on 2 additional fuel dispensers. This will mitigate the purchase of an additional tank.

1.4 Fuel Additives (DiEGME): Will the stored Jet-A contain Fuel System Icing Inhibitor (FSII) additives (such as DiEGME per MIL-DTL-85470)? Note: DiEGME is highly corrosive and requires military-rated, compatible wetted components. It will have

FSII

Category 2: Technical, Material & Filtration Specifications

2.1 Aviation Quality Standards: Should this system comply with commercial aviation standards NFPA 407, ATA-103, PEI RP1300, or military standard UFC 3-460-01? N/A these tanks will only be used on AGE.

2.2 Filtration & Water Defense: Aviation fuel requires filtration on both receipt (fill) and issue (dispense). Is an EI 1581 Filter/Separator (with differential-pressure go/no-go monitoring) and a fuel Relaxation Tank required? EI 1581 filter separator, no Relaxation Tank required.

2.3 Recirculation System: Is a filtration and recirculation system required to maintain Jet-A fuel quality while sitting in the tank (typically requiring 200 GPM recirculation)?Yes, it’s a stand alone system

2.4 Floating Suction: Is an internal floating suction assembly required to draw the cleanest fuel from the top of the tank and prevent the uptake of free water? No, it will have a filtration system.

2.5 Dispensing Method: What dispensing methods are required:, Overwing (nozzle), Underwing (single-point pressure fueling), Truck/Refueler loading, or a combination? Will be a gas station style dispenser which will only be used on AGE equipment.

2.6 Flow & Receipt Rates: What are the required dispensing flow rates (GPM) and the fuel receipt/bulk fill rates? 40-50 GPM for dispensing/ 60-90 GPM for filling

2.7 Wind-Load & Seismic Ratings: Tyndall AFB is in a high-velocity hurricane zone. Does the 12-foot vent stack assembly require specific wind-load survival ratings (e.g., ASCE 7 structural standards)? N/A

2.8 Environmental Cabinet Controls: Does the lockable dispensing cabinet require integrated louvers, mechanical ventilation, or explosion-proof controls to prevent vapor buildup and corrosion? No

2.9 Decals and Markings: Does the tank require specific military standard markings (such as MIL-STD-161G color schemes) or are standard commercial petroleum decals acceptable? Yes, and AVGAS/JETA Decals

Category 3: Civil Engineering, Site & Foundation Scope

3.1 Installation Definition: Please define the contractor’s exact scope of "installation." Is the contractor responsible only for delivery and offloading onto a prepared foundation, or does installation include structural anchoring, pipe-fitting, and electrical hookups?

The contractor is responsible only for delivery and off-loading. No installation is required

3.2 Concrete Pad & Footers: A tank of this size (dry weight ~19,500 lbs) requires concrete footers/pads. Will the Government provide the completed concrete foundation, or is the foundation construction part of this solicitation? Pad has been designed and constructed for one-6000 gal tank and two-2000 gal tanks.

3.3 Engineering Drawings: Will the Government provide engineering drawings and dimensions of the concrete pad, anchor bolt requirements, or grounding rod specifications to the contractor? Design does not include anchor bolt requirements as this is specific to tank procurement, Electrical and grounding are installed per the Construction documents

3.4 Crane and Rigging: Will the Government provide crane and rigging assets to offload the tank upon arrival at Tyndall AFB, or must the contractor procure and coordinate local crane services within the secure perimeter? No, the contractor must provide all crane and rigging assets to offload the tank upon arrival at Tyndall AFB

3.5 Offloading Spill Containment: Will there be any requirements for truck-offloading spill containment basins to meet UFC 3-460-01 at the site? Not in the construction contract.

3.6 Site Vicinity Map: Can the Government provide a map of vicinity showing the exact installation location at Building 200? See attached

Category 4: Electrical & Power Parameters
