About this opportunity
The Air Force Special Operations Command (AFSOC), through the 1st Special Operations Wing, is seeking agile and scalable acquisition support to rapidly develop, test, and integrate innovative capabilities for Air Force Special Operations Command mission priorities, including large-scale combat operations, special warfare requirements, and distributed command and control capabilities. This pre-solicitation notice represents market research to identify potential vendors and gather industry input on the draft Performance Work Statement requirements; the government is not obligated to award a contract as a result of this market research phase. Key requirements include establishing a facility within three miles of Hurlburt Field, which the government considers critical for operational access, and the procurement will utilize an Other Transaction Agreement (OTA) vehicle with a single award approach. The government is seeking technical input and capability statements from potential vendors with relevant experience. The due date for responses to this pre-solicitation notice is December 19, 2025, with anticipated formal solicitation posting no later than February 2026.
This opportunity is classified under NAICS Code 541715 (Research and Development in the Physical, Engineering, and Life Sciences) and PSC Category AJ12 (General Science and Technology R&D Services). No set-aside designations apply to this procurement, and this represents a new requirement with no incumbent contractor. The government has explicitly ruled out scope elements including cloud-based solutions, cloud procurement, cloud engineers, cloud operations, and NSA 'Raise the Bar' compliant cross domain services. While specific award values or budget ranges are not disclosed in this pre-solicitation notice, the opportunity is structured for a single contractor capable of rapidly mobilizing operational support. Interested vendors should prepare capability statements demonstrating relevant experience and readiness to establish operations at the required Hurlburt Field location.
