About this file
This document is a Questions and Answers (Q&A) file for a Sources Sought notice for the AFSOC Innovation, Logistical, and Material Support Other Transaction Agreement (OTA). The 1st Special Operations Wing is conducting market research to identify potential vendors capable of providing agile and scalable acquisition support for rapidly developing, testing, and integrating innovative capabilities in support of Air Force Special Operations Command (AFSOC) mission priorities. Key clarifications from the Q&A include: this is a new requirement with no incumbent contractor, the government is seeking technical input and capability statements with relevant experience, and the requirement specifically demands a facility within 3 miles of Hurlburt Field.
The Q&A document explicitly rules out several potential scope elements, including cloud-based solutions, cloud procurement, cloud engineers, cloud operations, and NSA 'Raise the Bar' compliant cross domain services. The opportunity focuses on supporting large-scale combat operations, special warfare requirements, and distributed command and control capabilities. This is a pre-solicitation market research effort that does not obligate the government to award a contract, but is designed to gather industry input on the draft Performance Work Statement (PWS) requirements from potential vendors.

Questions and Answers to Sources Sought
FA4417-26-R-0006
AFSOC Innovation, Logistical, and Material Support
1. Can you confirm if this is a new requirement or a follow-on in some form? May I have the incumbent contracts if applicable?
This is a new requirement and not a follow-on requirement. There is no incumbent contractor.
2. AFSOC Innovation, Logistical, and Material Support OTA, can you provide more insight on what the expected response is to be for the sources sought? Is the government looking for technical input regarding the PWS, or a capability statement with relevant experience?
The Government is looking for technical input and capability statements with relevant experience as part of this Sources Sought notice.
3. The Draft PWS requires a facility within 3 miles of Hurlburt Field, but ours is 13 miles away in Valparaiso, FL. Are you open to expanding that radius to increase competition for this opportunity?
The Government requires a facility within 3 miles of Hurlburt Field due to the work being performed and ease of access required for Hurlburt Field members.
4. Is the procurement of cloud-based solutions in scope for the OTA?
There is no cloud-based solutions in the scope of this OTA.
5. What is AFSOC’s cloud procurement strategy?
This is not a Cloud procurement so any strategy for cloud procurement is unknown in regard to this requirement.
6. Will private, hybrid and hyperscale cloud services be in scope for the OTA? Which are AFSOC’s priority?
This is not a cloud services requirement.
7. Will NSA ‘Raise the Bar’ compliant cross domain services (CDS) be in scope for the OTA? If so which Impact Level flows are priorities for AFSOC?
NSA ‘Raise the Bar’ compliant cross domain services will not be in the scope of this OTA.
8. If AFSOC requires cloud engineers, can these engineers work beyond the 3 mile and 55 mile limitations for a portion of their fulfillment, especially if they can access the necessary cloud infrastructure?
Cloud engineers are not part of this requirement.
9. If AFSOC required upskilling in cloud operations, when will the skilling schedule be published? Will this be part of the final PWS, or will it be published in a separate document/announcement?
This requirement does not include cloud operations.
