About this opportunity
The Air Force Special Operations Command (AFSOC) is soliciting proposals for a Prototype Other Transaction Agreement (OTA) to provide flexible, turnkey support for rapid development, integration, and deployment of innovative capabilities across multiple mission sets. Services sought include procurement of raw materials and commercial-off-the-shelf equipment, logistics coordination, access to range spaces, technical consultation and subject matter expert support, integration of emerging technologies (artificial intelligence, machine learning, counter-UAS, cyber, and tactical mission networking), design and fabrication of tactical unmanned aircraft systems, and advanced manufacturing capabilities (both additive and subtractive). Key qualifications require contractor facilities to be located within three miles of Hurlburt Field, Florida, with designated range spaces within 55 miles, both of which must be available at proposal submission to support AFSOC's immediate operational needs. Evaluation will prioritize technical merit, relevant experience and past performance, and facility suitability, with the government noting that lack of relevant past performance is not automatically disqualifying if offerors demonstrate technical capability, execution speed, and credible execution plans. The deadline for questions is February 6, 2026, and proposals are due February 17, 2026, by 1400 CST. The contract is not subject to the Federal Acquisition Regulation or Defense Federal Acquisition Regulation Supplement except as specifically incorporated, and it falls under NAICS code 541715 with a size standard of 1,000 employees.
This solicitation carries no set-aside designations and identifies no incumbent contractors. The government has not committed to a specific dollar value, number of awardees, or guaranteed volume of work orders; awards may be single or multiple depending on submission quality and government needs. The ordering period extends from March 2, 2026, through March 1, 2031, with individual work orders to be structured as Government-funded, cost-shared, fixed-support, or hybrid arrangements with pricing negotiated at the task order level. Prototype OTAs typically require meaningful in-kind contributions and cost-sharing beyond government funding to demonstrate contractor commitment. All work is to be performed primarily at the contractor's facilities or designated range spaces located within three miles of Hurlburt Field, Florida, with the contractor responsible for providing turnkey support for concept-to-demonstration-to-fielding activities aligned with validated AFSOC mission requirements and capability gaps. Security clearances up to TOP SECRET/Sensitive Compartmented Information level may be required for certain work orders, with compliance required under 32 CFR Part 117 and the National Industrial Security Program Operating Manual.
