About this file

This is a Performance Work Statement (PWS) for the AFSOC Innovation, Logistical, and Material Support contract, a five-year effort running from March 2, 2026 through March 1, 2031, to be awarded as an Other Transaction Authority (OTA) agreement. AFSOC seeks flexible, turnkey support for innovation, prototyping, and experimentation across multiple mission sets, including procurement of raw materials and COTS equipment; logistics coordination and vendor travel for demonstrations and testing; access to private or controlled range spaces with safety oversight; on-demand technical consultation and SME support; integration of emerging technologies such as AI, ML, counter-UAS, cyber, and tactical mission networking; design and deployment of custom tactical networks and datalinks; design, fabrication, and integration of tactical unmanned aircraft systems; additive and subtractive manufacturing for rapid prototyping and limited-run fabrication; and any other capability required to rapidly develop, demonstrate, or deploy solutions enhancing AFSOC mission readiness.

Work will be performed primarily at the contractor's facilities or designated range spaces, with contractor facilities required to be within three miles of Hurlburt Field, Florida, and designated range spaces within 55 miles. Deliverables defined in individual Work Orders may include technical or prototype systems, test results and data packages, demonstration support and field deployment, final technical reports and analysis, and transition-ready equipment with configuration documentation. Security clearances up to TOP SECRET level may be required for certain work orders, with compliance required under 32 CFR Part 117 and NISPOM. Pricing will be proposed by the contractor at the time of Work Order Request, with data rights tailored at the WOR level. At least one-third of the total cost of each prototype project must be paid from sources other than the Federal Government, indicating a cost-share requirement.

Attachment 1 Performance Work Statement (PWS) Title: AFSOC Innovation, Logistical, and Material Support Period of Performance: 2 March 2026 – 1 March 2031 Contract Type: Other Transaction Authority (OTA)

1. Background Air Force Special Operations Command (AFSOC) requires agile and scalable acquisition support to rapidly design, develop, test, and integrate innovative capabilities that enhance operational readiness and meet emerging mission demands. This includes advancing architectures for the high-end fight, enabling enhanced precision effects, supporting the Adaptive Airborne Enterprise (A2E), and accelerating force modernization across AFSOC’s mission sets. These efforts are essential to strengthening AFSOC’s ability to operate in contested environments, support large-scale combat operations, and deliver adaptive, threat-responsive solutions to the joint force.

2. Scope The contractor shall provide flexible, turnkey support for innovation, prototyping, and experimentation activities across a wide range of mission sets. This includes, but is not limited to:

· Procurement of raw materials, COTS equipment, and custom-fabricated tools or hardware

· Logistics coordination and vendor travel related to demonstrations, testing, or deployment support

· Access to private or controlled range spaces and associated safety oversight

· On-demand technical consultation, subject matter expert (SME) support, and laboratory/fabrication access

· Integration support for emerging technologies including artificial intelligence (AI), machine learning (ML), counter-UAS (c-UAS), cyber, and tactical mission networking

· Design, integration, and deployment of custom tactical networks and datalinks to support field experimentation and operational validation

· Design, fabrication, integration, and operational employment of tactical unmanned aircraft systems (UAS) to support prototyping, experimentation, and mission validation activities

· Additive and subtractive manufacturing, including rapid design, tooling, fixture production, prototyping, and limited-run fabrication to support testing and fielding of novel capabilities

· Any other capability or service required to enable the rapid development, demonstration, or deployment of solutions that enhance AFSOC mission readiness This scope is deliberately structured to remain adaptable to evolving operational needs. Specific work orders will define specific deliverables, security requirements, and performance expectations based on mission priorities.

3. Objectives

· Rapid development and integration of prototypes

· Validation of commercial and defense-specific innovations in operationally relevant conditions

· Delivery of mission-enhancing systems, components, and tools to end users

· Facilitate experimentation, evaluation, and transition of emerging technologies to the warfighter

4. Deliverables Deliverables shall be defined in each Work Order (WO) and may include:

· Technical or prototype systems

· Test results and data packages

· Demonstration support and field deployment

· Final technical reports and analysis

· Transition-ready equipment and configuration documentation

5. Security Requirements Some work orders may involve classified information up to the TOP SECRET level. Contractor personnel supporting such efforts must possess or obtain appropriate security clearances. The contractor shall ensure compliance with 32 CFR Part 117 and NISPOM requirements as applicable.

6. Place of Performance Work will be performed primarily off-site of Hurlburt Field, Florida, at the contractor's facilities or designated range spaces. In some cases, work may be conducted at government sites or during field events. Contractor facility should be within 3 miles of Hurlburt field and the designated range spaces within 55 miles of Hurlburt Field.

7. Contract Type Other Transaction Authority (OTA) is the proposed contract vehicle. Pricing shall be proposed by the contractor at the time of WO Request (WOR). Data rights will be tailored at the WOR level based on the nature of the deliverables and the level of Government funding and cost share. At least one third of the total cost of the prototype project is to be paid out of funds provided by sources other than the Federal Government.
