About this opportunity

The Defense Logistics Agency is soliciting proposals for an Automated Tank Gauging-Replacement (ATG-R) task order under the existing Automated Fuel Systems Installations (AFSI) Multiple Award Task Order Contract (MATOC). The procurement involves designing, procuring, configuring, integrating, installing, testing, and commissioning replacement automated tank gauge systems at eight military installations across the United States. Key requirements include removing obsolete ATG systems and installing Veeder-Root TLS 450 Plus or equivalent Varec systems with capabilities to measure product level, interface/water level, temperature, gross volume, and net volume, along with integration into existing operational software and successful commissioning at all designated sites. The Government will evaluate proposals using a tradeoff source selection process based on four factors: Technical Approach, Management Approach, Past Performance, and Price, with technical and management factors weighted significantly more heavily than price. Proposals must be submitted electronically by March 13, 2026, at 3:00 PM to the specified contracting officers, with questions due by February 27, 2026. All proposal volumes must comply with strict page limits and formatting requirements, including a 25-page technical approach, 25-page management approach with program and quality control plans, and a 20-page price proposal in Excel and PDF formats.

This solicitation has no set-aside designation and is limited to current AFSI MATOC contract holders, making incumbents under that existing contract the only eligible competitors. The contract will be awarded as a single Firm Fixed Price Indefinite-Delivery/Indefinite-Quantity (IDIQ) task order to the responsible offeror providing the best value. The work must be completed within twelve months (356 calendar days) of task order award, spanning eight locations including Los Alamitos AASF (CA), Barnes ARPT ANG (MA), Will Rogers Field ANG (OK), Assault Craft Unit 5 (CA), North Island NAS/Coronado NAB (CA), Kings Bay NSB (GA), Charlotte ANG (NC), and AASF Davenport (IA). The pricing spreadsheet template requires detailed cost breakdowns across five categories—Direct Labor, Material Costs, Travel Costs, Other Direct Costs, and G&A/Profit/Indirect Burdens—with cumulative pricing across all eight locations to establish the total evaluated price. Performance will take place throughout the United States at the designated military installations, and equipment warranty extends one year from completion of work at each site.
