The Offeror is required to submit sufficient information concerning the following areas to enable Government personnel to fully ascertain capabilities of the Offeror to perform the requirements. Attachment 1

In presenting material in the proposal, the Offeror is advised that quality of information is more important than quantity. Clarity, brevity, and logical organization should be emphasized during proposal preparation. The Offeror is responsible for presenting enough information to allow the Government to evaluate the proposed work effort, support, and approach, and the cost proposal without opening discussions. Statements that the prospective Offeror understands, or can and/or will comply with, the specifications, and paraphrasing the requirements or parts thereof without supporting information are considered inadequate by the Government and may result in a rating of unacceptable.

The Offeror must include any data that illustrates the adequacy of the various assumptions, approaches, and solutions to problems. Failure to address a specific factor or subfactor clearly may be considered a deficiency. Unnecessarily elaborate brochures or other presentation materials beyond that sufficient to present a complete and effective proposal is neither necessary nor desired.

The Offeror is expected to comply with all requirements of the solicitation. The Government advises the Offeror that taking exception or deviating from any term or condition of the solicitation may make an offer unacceptable, and the proposal un-awardable, unless the solicitation expressly authorizes such an exception or deviation with regard to that specific term or condition. The Government may consider any exception or deviation to any term or condition of the solicitation that is not expressly authorized by the solicitation to be a deficiency.

1.3. Questions

Offerors may submit questions requesting clarification of solicitation requirements by emailing both the Contract Specialist and Contracting Officer at mary.finotti@dla.mil and howard.merkle@dla.mil.

It is requested that all contract, administrative and general technical related questions be received NLT 02/27/2026.

3.0 Evaluation Factor Submission Requirements

Evaluation factors and subfactors are described in Section M - Evaluation Factors for Award, in the solicitation. An Offeror’s proposal will include all information necessary for evaluation as described in Evaluation Factors for Award. In addition, specific submission requirements for certain items are described below. The Offeror will use all Government provided documents including the PWS and its enclosures, appendices, attachments, and technical exhibits to respond to Factors 1, 2, 3, and 4. The quality of organization and attention to detail reflected in the Offeror’s proposal will be considered to be an indication of the quality of organization and level of capability during contract performance by the Government.

3.1. Factor 1: Technical Approach

Successful execution of TO performance to render the necessary supplies and services to replace obsolete and failing ATG systems for each specific ATG-R location and scope identified in the PWS, will depend on Offeror’s technical capabilities. As such, the Offeror’s proposed technical approach must address the Government’s requirements and demonstrate a clear understanding of the Government’s procurement objectives for the ATG-R TO as described in the solicitation; specifically, PWS. The Offeror’s technical approach will be evaluated based on its completeness, clarity, and feasibility. During evaluation, the Offeror’s technical approach will be reviewed to ensure it contains a concise systematic method for completing the work, including how technical risks to TO performance will be mitigated.

The technical approach will also be evaluated to validate the Offeror possesses a logical, rational, and viable framework to ensure compliance with the PWS and all other requirements for the proposed effort.

At a minimum, the Offeror’s proposal must include:

1. System Removal: Safely remove all existing obsolete or failing ATG systems and their components, including (but not limited to) MTS/Tempo Sonics (with Red Lion displays), Varec RTU 8130, and Pneumercator gauges.

When removing Varec RTU 8130 communications equipment, the Contractor will maintain this equipment in working order as found upon arrival. Before completion of the installation and departure from site, the Contractor will appropriately clean and package all RTU components and ship them to the ATG Maintenance contractor, address to be provided by the COR upon request.

i. Product Level

ii. Interface Level/ Water Level

iii. Product Temperature

iv. Product Gross Volume

v. Product Net Volume

3. System Integration: Configure and interface the new gauging systems to the existing software on the site’s operation Console, enabling real-time tank fuel accountability and operational data communication via the site's operations console. (Refer to Appendix A and Enclosures 1-8 for detailed specifications and guidelines.)

4. System Acceptance: Successfully commission and turnover / deploy the replacement ATG solution. This will be measured by Government inspection of the supplies provided and services rendered, resulting in acceptance of completed work. Successful acceptance will include validation of ATG replacement full integration with existing software via accurate and reliable communication of tank fuel data.

The following Government sites / locations are within the scope of this contract for work performance:

• Los Alamitos AASF, CA

• Barnes ARPT ANG, MA

Successful execution of TO performance to render the necessary supplies and services to replace obsolete and failing ATG systems for each specific ATG-R location and scope identified in the PWS, will depend on the Offeror’s management capabilities. As such, the Offeror’s proposed management approach must address the Government’s requirements and demonstrate a clear understanding of the Government’s procurement objectives for the ATG-R TO as described in the solicitation; specifically, PWS. This factor evaluates the soundness of the Offeror’s administrative competency to obtain, organize, orchestrate, and oversee the necessary resources to successfully complete the work. To perform the evaluation, the Government will review and assess the Offeror’s Program Management Plan (PMP) and Quality Control Plan (QCP) to determine whether the Offeror possesses a concise, logical, rational, and systematic method for ensuring compliance with the PWS and all other requirements for the proposed effort. While the QCP can be a subset artifact within the PMP, the combined documents must detail the Offeror’s administrative oversight, including resources, processes, and controls to ensure adherence to the Government's Quality Assurance Surveillance Plan (QASP). Controls identified within the combined PMP and QCP must include the Offeror’s quality control (QC) / quality assurance (QA) actions.
