About this opportunity
The Air Force Research Laboratory Rocket Propulsion Division is seeking innovative research and development proposals through a two-step open Broad Agency Announcement (BAA) to advance rocket propulsion technologies across multiple domains including solid rocket motors, liquid rocket engines, and air-breathing turbine engines. The Department of the Air Force Materiel Command Test Center at Edwards AFB is issuing this 20-year open solicitation to mature technologies from novel concepts to appropriate technology readiness levels for strategic and tactical missile applications. Key areas of interest include advanced propulsion components, manufacturing processes, modeling and simulation tools, modular and reusable systems, materials development, and rapid launch capabilities. The BAA allows for ongoing submission of white papers as well as responses to future specific calls issued by the government when requirements are identified. Proposals will be evaluated based on technical approach consistency, government research interest relevance, and funding availability, with the due date extending through March 18, 2027.
This solicitation carries no set-aside designation and encourages participation from all eligible entities, particularly small businesses operating under NAICS code 541715 with a size standard of 1,000-1,250 employees depending on the specific announcement version. No current incumbents are identified in the documentation, as this appears to be an open competition for multiple potential awards. The government anticipates awarding multiple contracts of varying duration from 6 to 60 months, with individual contract values ranging up to $50 million in earlier versions and up to $250 million in the most recent May 2025 version, though the maximum single award value mentioned in the opportunity description remains under $50 million. Performance will occur at Edwards Air Force Base, California, with the BAA maintaining an open period through 2027 to accommodate ongoing technological developments and emerging requirements. The program includes specific initiatives such as the "Eternal Quiver" effort aimed at developing rapidly deployable rocket manufacturing capabilities with an estimated $20 million budget over four years.
