About this opportunity
Air Combat Command seeks complete removal and installation of carpet tile across approximately 4,200 square feet at the AFNORTH building on Tyndall Air Force Base, Florida, with quotes due September 7, 2026 at 9:00 AM CST. The procurement is a total small business set-aside under FAR 19.000 with NAICS 314110 (Carpet and Rug Mills) and PSC 7220 (Floor Coverings).
Work must be completed within 90 calendar days of contract award. The acquisition operates under the mandatory Air Force Carpet II Program, requiring offerors to act as Tier II installers and procure all carpet tiles, roll goods, walk-off tiles, and adhesives exclusively from one of seven approved Tier I manufacturers (Mohawk, Engineered Floors, Interface Americas, Mannington, Tarkett, Milliken, and Bentley Mills). Contractor mark-ups or profit on material costs are prohibited; material costs must pass through at Tier I pricing. Offerors must break down proposals using mandatory CLINs: CLIN 0001 (carpet cost), CLIN 0002 (adhesive cost), and CLIN 0003 (installer cost including shipping).
Place of performance is 1210 Beacon Beach Road, Tyndall AFB, FL 32403. Scope includes existing flooring removal and disposal, subfloor inspection and minor patching and leveling, new carpet installation per manufacturer specifications and CRI 104 standards using manufacturer-approved installers, baseboard reinstallation, and one-year workmanship warranty. Prevailing wage determination 2015-4559 (Revision 34, dated August 17, 2026) applies, establishing $25.75 hourly wage plus $9.33 fringe benefits for floor coverers.
A site visit is scheduled for August 19, 2026 at 10:00 AM CST (attendance highly recommended). Technical questions were due August 21, 2026. Amendment FA481926QA0610001 removed the requirement to submit written proof of manufacturer-approved installer status; however, SOW Section 2.4 requires post-award demonstration of manufacturer approval. Amendment FA481926QA0610003 clarified that small business quotes will be evaluated per Section D criteria and that subcontracting remains permissible. Award is anticipated September 11, 2026. Evaluation applies a two-step process: Step 1 determines technical acceptability as either acceptable or unacceptable; Step 2 conducts best-value comparative evaluation considering price and technical merit, with the Government reserving the right to award non-lowest-price quotes if technical advantages warrant additional cost. Prices must remain firm for 60 calendar days from the response deadline.
