This is an RFQ for commercial items prepared in accordance with (IAW) the format in RFO 12.201-1(a), This RFQ for commercial items is issued in accordance with FAR 12.201-1(a) and includes all required supplemental information. This announcement is the only solicitation, and quotes are requested.
The requirement falls under the AFFCC Carpet II Program. Offerors act as Tier II installers and must purchase all carpet materials from mandatory Tier I manufacturers. Offerors may not add cost, fee, overhead, or profit to the NTE material pricing; all material costs must be passed through directly.
Carpet II uses a two-tier structure:
• Tier I — approved carpet manufacturers
• Tier II — installers purchasing from Tier I sources
Tier I contracts were awarded competitively to seven manufacturers meeting all technical and evaluation criteria. Tier II requirements are competed among small-business installers who buy from these Tier I vendors. All Tier I terms—including NTE pricing—must be incorporated into resulting Tier II contracts.
The Contractor shall provide all non-personal services, including labor, materials, equipment, transportation, and supervision, necessary to remove existing flooring and install new carpet tile across an area of approximately 4,200 square feet at 1210 Beacon Beach Rd, Tyndall AFB, FL 32403, in accordance with the project drawings. The Contractor is responsible for removing or lifting existing furniture prior to demolition and reinstalling it upon completion of the flooring installation. The Government will remain responsible for relocating all IT and communication equipment.

C. Instructions to Offerors
The contractor shall select one of the seven approved carpet options and negotiate with the Tier I manufacturer. After negotiations, the installer shall submit a quote to CONS that lists the carpet and adhesive price per square foot so CONS can verify compliance with Tier I NTE pricing.
Tier II installers must provide procurement data to the Tier I manufacturers upon request. This reporting is required for Tier I contractors and supports potential follow‑on programs managed by the 771st Enterprise Sourcing Squadron.
The attached Statement of Work includes selections for all seven approved vendors. The Tier 1 Vendor Contact List is in Attachment 4.

RFO provision 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services, applies to this acquisition. As prescribed in RFO 12.205(a)(1), the following addendum is provided for this solicitation and hereby amends any language therein:
Instructions to Offerors—Commercial Products and Commercial Services (Deviation Date)
(a) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. As a minimum, offers shall be submitted in two separate volumes as follows:
(1) Volume 1 – Price. There is no page limit for Volume 1. The price proposal shall contain all business and price-related information, to include:
a. The solicitation number.
b. The Offeror’s name, address, CAGE code, and Unique Entity Identifier (UEI).
c. A point of contact, including name, title, phone number and email address.
d. Pricing for every individual line item (CLIN 0001, 0002, 0003) and a cumulative total price.
e. Any discount/warranty terms offered to the Government
f. A statement specifying the period for which the offer and its prices will remain firm (e.g., 60 calendar days from the response deadline).
(2) Volume 2 – Technical Approach. The volume shall not exceed 7 pages, exclusive of the cover page and table of contents. The technical proposal shall not contain any pricing information and must provide a detailed approach demonstrating the offeror’s ability to meet the Government’s requirement. At a minimum, the technical approach shall address the following:
a. Material Sourcing: A statement confirming the offeror’s intent and ability to source carpet tiles and materials exclusively from an authorized vendor under the Air Force Carpet Program (Tier 1 C-Type Contracts). The statement shall also identify the specific Tier I manufacturer selected.
b. Project Schedule: A preliminary project schedule demonstrating the ability to complete all work, including site preparation, demolition, installation and final cleanup within a 90-day performance period specified in the SOW.
(b) Period for acceptance of offers. The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(c) Late submissions, modifications, revisions, and withdrawals of offers.
(1) Offerors are responsible for submitting offers and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation.
(2) Any offer, modification, or revision received after the time specified for receipt of offers is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.
(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(4) Offerors may withdraw their offers by written notice to the Government received at any time before award.
(d) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.
D. Evaluation Criteria
(e) Debriefings. If a postaward debriefing is given to requesting Offerors, the Government will disclose the following information, if applicable:
(1) The agency’s evaluation of the significant weak or deficient factors in the debriefed Offeror’s offer.
(2) The overall evaluated cost or price and technical rating of the successful Offeror and the debriefed Offeror and past performance information on the debriefed Offeror.
(3) The overall ranking of all Offerors when any ranking was developed by the agency during source selection.
(4) A summary of the rationale for award.
(5) For acquisitions of commercial products, the make and model of the product to be delivered by the successful Offeror.
(6) Reasonable responses to relevant questions posed by the debriefed Offeror as to whether the agency followed source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities.
(End of provision)
RFO Provision 52.212-2, Evaluation – Commercial Product and Commercial Services, applies to this acquisition. As prescribed in RFO 12.205(a)(2), the following addendum is provided for this solicitation and hereby amends any language therein:
Evaluation—Commercial Products and Commercial Services (Deviation Date)
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
1. Technical Capability
2. Price
(b) Evaluation Process. The Government will use a two-step process to determine the best value:
Step 1: Technical Acceptability. The Government will first evaluate each offeror’s Technical Approach on an “Acceptable” or “Unacceptable” basis. To be rated “Acceptable,” the proposal must meet all of the minimum requirements listed below. Any quote that fails to meet all minimum requirements will be rated “Unacceptable” and will not be considered further.
1. Material Sourcing: The offeror adequately demonstrates their intent and ability to source materials exclusively from an authorized Tier 1 vendor.
2. Project Schedule: The offeror provides a schedule adequately demonstrating the ability to complete all work within the 90-day performance period.
E. Clauses and Provisions
F. Supplemental Clauses Incorporated by Full Text
Offerors are cautioned that merely restating the requirements from the Statement of Work will be considered unacceptable. The burden is on the offeror to demonstrate an adequate approach.
Step 2: Best Value Determination. For all quotes rated “Acceptable” in Step 1, the Government will conduct a comparative evaluation to determine the best value. This is a subjective assessment where the Government may trade off between price and technical merit. The Government reserves the right to award a quote that is not the lowest price if it is determined that its technical advantages or superior approach warrant the additional cost.
(c) Price Evaluation. The Government will evaluate the Total Evaluated Price (TEP) for reasonableness. A price may be determined unreasonable if it is deemed too high or does not reflect an understanding of the requirement.
(d) Options. Options are not applicable to this solicitation.
(e) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
End of Addendum
RFO Clause 52.212-4, Contract Terms and Conditions—Commercial Products and Commercial Services apply to this acquisition.
