About this file

This is a Consolidated Questions and Answers document for the AFNORTH Carpet Replacement solicitation (FA481926QA061), addressing 22 inquiries from potential offerors regarding project scope, evaluation criteria, and technical requirements.

The project involves complete removal and disposal of existing flooring and installation of new carpet tile in designated offices at the AFNORTH building on Tyndall Air Force Base, FL, covering approximately 4,200 square feet. Work must be completed within 90 calendar days from contract award. The requirement is a total small business set-aside and falls under the mandatory Air Force Carpet II Program, requiring contractors (Tier II installers) to procure materials from one of seven approved Tier I carpet manufacturers without contractor mark-ups or profit on material costs. Key clarifications provided include: the 4,200 square feet includes furniture footprints, closets, and common areas; contractors must verify square footage before material acquisition; minor floor patching and leveling are in-scope, with structural repairs or extensive leveling treated as out-of-scope modifications; basic furniture moving is included, with cutting carpet tile neatly around built-in furniture acceptable where movement is impossible; existing baseboards will be reused where possible with new transition strips installed where carpet meets other flooring; and cushion-backed carpet is not required. Amendment 0001 rescinded the requirement for written proof of manufacturer-approved installer status from Tier I manufacturers, eliminating a technical submission and evaluation criterion. Personnel will not be fully cleared from the work area, requiring a coordinated installation schedule. The government did not pre-select a specific carpet product; offerors must select from compliant products listed in the Statement of Work from the seven authorized manufacturers.

PWS Paragraph
Reference (If Applicable)Reference Document (If Applicable)QUESTIONRESPONSE (RESERVED FOR GOVERNMENT)
1Eval Criteria — Tech VolRFQ FA481926QA061The Technical Volume requires written proof from the Tier I carpet manufacturer confirming the installation firm is manufacturer-approved. Must this certification be included in the September 7 proposal submission, or may it be provided within 5 business days of contract award? Formal Tier I vendor engagement to credential a local certified crew requires award notification.Revised per Amendment 0001: This requirement has been rescinded. Offerors are no longer required to submit written proof of manufacturer approval from the Tier I carpet manufacturer with their quote.
2Eval Criteria — Tech VolRFQ FA481926QA061 — SB Set-AsideMay the prime contractor subcontract the physical carpet installation labor to a manufacturer-certified local flooring subcontractor while retaining all prime contract responsibilities (QC, schedule, Tier I procurement, reporting)? Please confirm this is permissible under the small business limitations on subcontracting for this requirement. The Statement of Work (Attachment 6, Section 3.2) states, "If applicable, the Contractor shall be responsible for any subcontractor and any subcontractor's management necessary to integrated work executed under this contract." Subcontracting is permissible. The prime contractor must adhere to small business subcontracting limitations.
3SOW Section 2.0Attachment 2 — Layout DrawingThe SOW states approximately 4,200 square feet at 1210 Beacon Beach Rd. Does this figure represent the net carpet installation area, or does it include furniture footprints, closets, or non-carpet areas? Will the contractor be responsible for field-verifying final square footage prior to placing the material order with the Tier I manufacturer? The Contractor should verify the square footage before material acquisition. Yes, the 4200 sqft is for all furniture footprints, closets, and common areas.
4SOW Section 2.3Attachment 6 — SOWIf Phase 3 subfloor inspection reveals damage or unevenness beyond minor patching (e.g., structural repairs or extensive leveling), will this be addressed via contract modification at the Government's direction, or must all subfloor conditions be included in the base price? Please clarify what constitutes "minor" vs. out-of-scope repairs. The Statement of Work (Attachment 6, Section 2.3) clarifies that minor floor patching and leveling are included. It explicitly excludes "structural repairs or extensive floor leveling" from the scope. Any repairs beyond minor patching will be addressed as out-of-scope work.
5SOW / Base AccessRFQ FA481926QA061Is a pre-proposal site visit available prior to September 7, 2026 to assess existing floor conditions, furniture quantities, and installation access routes? If so, please provide the date, time, and base access POC.The pre-proposal site visit was officially conducted on 19 Aug 2026, as outlined in the solicitation description.

To maintain a fair, transparent, and equitable competitive environment for all participating offerors, the government is unable to conduct individual or make-up site visits.

6 Will any rubber base be needed, or is all wood base to remain? The Statement of Work (Attachment 6, Section 2.5) indicates that the contractor will "reinstall any removed baseboards or install new transition strips where the new carpet meets other flooring surfaces." existing baseboards will be reused if possible.

7 If we are unable to move the desk hardware in the command section (room 250), would it be acceptable to install the carpet tile around this item? Yes. The Statement of Work (Attachment 6, Section 2.1) includes "Basic furniture moving." However, if furniture is built-in and cannot be moved, cutting the carpet tile neatly around it is an acceptable installation method, as addressed in similar questions.

8Can you please confirm if the personnel in this area will be moved out while this work is going on? Will we be able to work in this entire area at a single time during regular business hours? The entire area will not be cleared out and a schedule will need to be pursued in order to not hinder the carpet installation Contractor.
9I understand there are 7 different approved manufacturers, and 8 different approved products. Is there a specific product that is desired for this area? The Government has not pre-selected a specific product for this requirement. Offerors must choose a compliant product from the list of authorized manufacturers and carpet selections detailed in the Statement of Work, Section 3.1.
10We have currently received invites from 2 different general contractors asking for a price for this project. Are you planning to contract this work with a general contractor, or are you wanting to contract directly with a flooring contractor? The requirement is a total small business set-aside and falls under the AFFCC Carpet II Program for Tier II installers. The government intends to contract directly with a qualified small-business flooring installer.
11The existing carpet has attached cushion; however, most Tier I-compliant carpet selections do not include cushion backing. Adding cushion would increase the cost. Milliken offers carpet with attached cushion. Does the SOW require the new carpet tile to have cushion backing?Underlayed or combination cushion is not required.
12Some furniture is built in place and cannot be lifted or relocated. Is it acceptable to install and cut the carpet tile neatly around this built-in furniture?Yes, it is acceptable to cut and install carpet tile neatly around built-in furniture that cannot be moved.
13The existing carpet has attached cushion backing. Of the seven approved Tier I manufacturers, only Milliken offers a cushion-backed carpet option as standard, the others would require cushion as an add-on cost. Is cushion-backed carpet a requirement for this project, or is a non-cushioned option acceptable? No due to cushioning not being required for this installation.
14Some furniture in the work area is built-in and cannot be lifed or relocated. Is cutting carpet around this furniture an acceptable installation method?Yes, this is an acceptable installation method for built-in furniture.
15Paragraph (2)(a) of the Instructions to Offerors calls for "written proof from the carpet manufacturer that the proposed installation firm and its on-site crew are officially recognized as manufacturer-approved installers." The Step 1 technical acceptability standard in Section D states the offeror must provide "adequate proof that their installation firm and on-site crew are manufacturer-approved."

In coordinating this requirement we contacted the Tier I manufacturers whose products are listed in Statement of Work paragraph 3.1. Interface Americas, whose Brescia selection is specified under Tier I contract FA800323C0005, advised us in writing that Interface does not issue letters designating approved installers. We understand this to be common across several of the seven approved manufacturers.

Would you please clarify what documentation it will accept as adequate proof?Revised per Amendment 0001: This requirement has been rescinded. Offerors are no longer required to submit written proof of manufacturer approval from the Tier I carpet manufacturer with their quote.
16Is furniture movement required as part of this scope?Yes. The Statement of Work (Attachment 6, Section 2.1) states that "Basic furniture moving is included."
17Is cublicle movement required? There should not be any cubicles in this area as the furniture is executive furniture and can be taken apart for the moving process.
18Is trim/transition strip installation required?Yes. The Statement of Work (Attachment 6, Section 2.5) requires the contractor to "reinstall any removed baseboards or install new transition strips where the new carpet meets other flooring surfaces."
19Is cove base installation required?Cove base installation is not required since the Contractor should be re-utilizing removed wall base materials.
20Is there any additional work beyond flat-floor carpet tile installation and removal of existing carpet?Yes. The scope also includes site preparation, subfloor preparation, furniture moving, reinstallation of trim/baseboards, and cleanup, as detailed in the Statement of Work.
21How much Cove Base 4-inch or 6-inch -- LF?Contractor should be re-utilizing the original base.
22Is there modular furniture? All furniture is executive furniture.
