About this opportunity
The Department of the Air Force Reserve Command seeks non-personal aeromedical case management support services for its Office of the Command Surgeon, with quotations due August 18, 2026 at 4:00 PM EDT. This procurement is a 100% small business set-aside.
Place of performance is Warner Robins, Georgia. The contractor must deliver high-volume medical case processing, data entry into multiple DoD/Air Force medical systems (AIMWTS, ECT, PEPP, MEDXS), program administration, and unit-level customer support for approximately 70,000 Air Force Reserve personnel across 69 reserve units. Monthly workload is approximately 6,456 actions. All contractor personnel require Tier 1 security clearance within 30 days of contract start and must sign non-disclosure agreements prior to work commencement. Normal duty hours are 0800–1600 EST Monday through Friday, with core availability required 0900–1500 EST; situational telework is permitted with prior Contracting Officer's Representative approval. Personnel must possess domain experience in processing medical standards or equivalent civilian healthcare environments, high proficiency with Air Force and DoD medical systems, regulatory knowledge of medical standards and waivers, basic medical literacy including ICD-10 coding, and technical proficiency with Microsoft Office and PDF software.
The period of performance is a 12-month base period plus four optional 12-month periods. Pricing is firm-fixed-price monthly, encompassing all labor, management, and operational oversight. The contract structure includes CLIN 0001 (Base Period) and CLINs 1001–4001 (Option Years 1–4). Performance thresholds require 90% or better accuracy on case processing monthly, completion of directed corrections within one duty day 95% of the time, customer service response standards 95% of the time monthly, and 95% or better timeliness on deliverables. The contractor must manage workload fluctuations up to a 15% surge threshold.
Evaluation assesses technical capability on an Acceptable/Unacceptable basis using four minimum standards: prior experience with one to three relevant high-volume medical administrative or healthcare data system projects within the past three years; demonstrated capability with DoD/Air Force medical systems or equivalent commercial healthcare system experience; a staffing matrix with proposed labor categories, FTEs, baseline workload coverage, and surge staffing methodology; and a one-page phase-in plan addressing knowledge transfer, onboarding, system access, security processing, continuity, and risk mitigation. Quotations rated Unacceptable are ineligible. Among Acceptable quotations, award goes to the responsible offeror with the lowest total evaluated price. The Government intends to evaluate and award without negotiations. Service Contract Act wage determinations apply; prevailing wage rates for the Warner Robins area (Houston and Peach counties, Georgia) range from approximately $10.92 to $50.88 per hour depending on classification, with health and welfare fringe benefits of $5.55 per hour.
Amendment 0001 (August 7) extended the deadline from August 7 to August 18, corrected the Contracting Officer's email to biannica.glay@us.af.mil, issued an amended PWS superseding the July 1 version with clarified security timelines and additional systems of record, and expanded the Pricing Worksheet labor category rows. An administrative update on August 10 published Q&A Matrix – FINAL 2.0 containing 115 official Government responses (101 from Amendment 0001 plus 14 additional responses from timely questions affected by technical email issues); this update did not extend the deadline. The question submission period is closed. NAICS code is 561110 (Office Administrative Services); PSC is R699 (Support–Administrative: Other).
