About this opportunity

The U.S. Fish and Wildlife Service is seeking aerial invasive species spraying services for the Edwin B. Forsythe National Wildlife Refuge in New Jersey. The solicitation, numbered 140FS325Q0055, requires contractors to perform herbicide application across 285 acres of Phragmites and 30 acres of Lespedeza between July 15 and September 27, 2025. Prospective bidders must submit a comprehensive quote package including SAM registration, company details, past performance references, and a completed quote schedule by March 28, 2025 at 2:00 PM EDT. The government will evaluate proposals using a tradeoff method that considers technical approach, past performance, and price, with the potential to select a non-lowest priced offer if the additional value justifies the cost difference. Interested contractors must submit all questions in writing to Contract Specialist Fred Riley by March 26, 2025, and are strongly encouraged to conduct a site inspection prior to submitting their quote.

This solicitation is a 100% small business set-aside under NAICS code 115310 with a size standard of $11.5 million, targeting businesses supporting forestry activities. The contract will be awarded as a firm-fixed-price agreement, with contractors required to register in the System for Award Management (SAM) and the U.S. Department of Treasury's Invoice Processing Platform (IPP). While specific award value is not explicitly stated, the scope involves aerial spraying of invasive plant species across approximately 315 total acres at the wildlife refuge located in Oceanville, New Jersey. Contractors must comply with Service Contract Act wage determinations, which mandate minimum hourly rates and fringe benefits for workers. The performance period is relatively short, spanning approximately 2.5 months from mid-July to late September 2025, indicating a focused, seasonal intervention to manage invasive plant species in the wildlife refuge ecosystem.
