About this opportunity

The USDA Forest Service, through CSA East 8, seeks quotes for nonnative invasive plant survey, mapping, and control on the Green Mountain and Finger Lakes National Forests, with quotes due November 2, 2026 at 11:59 p.m. Eastern Time under Amendment 0003. The procurement is a Total Small Business set-aside for a single firm-fixed-price award.

Work is performed on the Rochester, Middlebury, and Manchester Districts, with potential future work on the Hector District, and the notice lists Rutland, Vermont as place of performance. Performance runs January 1 through December 31, 2027. The contractor must commence within 7 calendar days of notice to proceed, complete herbaceous treatments by October 1 and woody treatments by November 7, and deliver fieldwork and geospatial data by December 31, 2027.

Treatment totals 174.38 acres, counted by category across 76.54 physical acres: 76.54 acres of roadside woody treatment with vehicle access, 49.1 acres of open-land woody treatment without vehicle access, and 48.74 acres of foliar herbicide treatment with vehicle access. Survey covers 71 acres at Catamount Cobble, with one mobilization line item.

Applicators require a current Vermont commercial pesticide applicator license, and a licensed applicator must be on-site at all times during treatment. Herbicides are limited to Forest Service-approved products with no substitutions, and aquatic-safe options are required in wetland areas. Standing water is not treated and is reported to the COR, Stephanie Erlandson. Colored dye (blue, red, or purple) is mandatory for quality control, and treatment on private land is prohibited. The performance standard requires 100% of project area treated, kill rates above 85% of target species, and 10-15% non-target mortality, with rework at contractor cost for failures.

Service Contract Act wage determination for Forestry Technician sets a base wage of $33.65 plus $14.13 fringe. Offerors must hold prices firm for 90 calendar days. Award goes to the highest technically rated offeror whose price is fair and reasonable and whose past performance is acceptable or better. Evaluation covers technical approach (methodology, herbicide selection, equipment), price reasonableness and balance, and past experience (relevance, similarity, size, complexity, outcomes). The notice does not state factor weights.

Amendment 0003 moved the quote deadline from October 26 to November 2, 2026 and posted updated maps. Amendment 0004 added questions and responses. The question period closed October 19, and the site visit occurred October 22.
