About this opportunity

The Army Contracting Command - Redstone Arsenal, on behalf of Tobyhanna Army Depot, is soliciting comprehensive automated parts handling and plating shop modernization solutions via Commercial Solutions Opening (CSO) procedures, with Phase 1 Solution Briefs due September 16, 2026 at 12:00 PM Central Daylight Time. This is a commercial solutions opening under DFARS Subpart 212.70 with no set-aside category applied.

Place of performance is Tobyhanna, Pennsylvania. The Government requires a fully functioning, integrated solution comprising hardware, automated parts handling equipment, and open-architecture Supervisory Control and Data Acquisition (SCADA) software—preferably COTS platforms such as Inductive Automation Ignition or AVEVA—capable of automating chemical electroplating, conversion coating, and all shop operations across 12 different plating lines and tank sizes ranging from 36" × 36" × 30" to 144" × 48" × 64". The solution must deliver digital recipe management, automated alarming and parameter monitoring, multi-user access controls with manual override capability, and compliance with Military Specifications including MIL-DTL-5541, TT-C-490, and MIL-PRF-8625. Electrical systems must comply with Class I, Division 1 (NFPA 70) standards. The solution must not use custom-coded proprietary applications and must preserve the Government's ability to modify screens, database connections, and recipe parameters. Contractor personnel must comply with TYAD security policies and OSHA guidelines.

Phase 1 requires a Solution Brief—Quad Chart and five-page white paper maximum—addressing technical approach, commerciality, scalability, and company qualifications. Detailed facility information, site visits, process-flow packages, and facility drawings are deferred to Phase 2 (oral presentations) and Phase 3 (formal request for proposal) for down-selected vendors only. Phase 1 pricing should be conceptual or parametric Rough Order of Magnitude; formal Firm-Fixed-Price proposals with line-by-line pricing are solicited only in Phase 3. Evaluation in Phase 1 prioritizes technical merit, schedule and integration feasibility, and company viability and support capability. Award will be Firm-Fixed-Price under CSO procedures. Offerors must maintain active SAM registration and disclose organizational conflicts of interest. The Government reserves the right to conduct multiple awards, a single award, or no award. NAICS code 333248; PSC 4940. Points of contact: Contracting Officer Stephanie Dillon and Contract Specialist Benjamin Hymas at usarmy.redstone.acc.mbx.acc-rsa-advm-cso@army.mil.
