About this file

This is a Questions and Answers document for a federal contracting opportunity (PANRSA-26-P-0000 040599 / W9124P-26-S-C001) titled "Automated Parts Handling for Plating in SOD."

The document clarifies the phased Commercial Solutions Opening (CSO) process under DFARS Subpart 212.70, establishing that detailed facility information will not be released during Phase 1. Specifically, site visits and physical walkthroughs, detailed process-flow packages, facility drawings, tank arrangements, part/rack dimensions and weights, bridge crane specifications, electrical/control drawings, hazardous-location classifications, and utility/Industrial Control Network interface requirements are all deferred exclusively to Phase 2 (Pitch) and Phase 3 (Request for Solution Proposal - RFSP) for down-selected offerors only. For Phase 1 Solution Briefs, offerors must rely on high-level operational descriptions provided in Sections 1, 2, and 3.1 of the Call for Solutions.

Regarding pricing submission, offerors are required to provide a conceptual/parametric Rough Order of Magnitude (ROM) at Phase 1 rather than line-by-line detailed engineering pricing for each of the approximately 12 plating lines. A modular, scalable ROM approach (such as core SCADA integration platform costs plus scalable automated cell/line units or tiered implementation estimates) is appropriate for this stage. Formal, binding Firm-Fixed-Price proposals with full line-by-line pricing will be solicited exclusively in Phase 3. Offerors are expressly authorized and encouraged to document their foundational engineering, interface, facility, and utility assumptions in Section 5 (Technical Challenges) and Section 6 (Rough Order of Magnitude) of Attachment 2 (White Paper) to serve as the baseline for subsequent detailed engineering validation and pitch discussions.

AUTOMATED PARTS HANDLING FOR PLATING IN SOD

PANRSA-26-P-0000 040599 / W9124P-26-S-C001

Q&A

Question 1: Can the Government make a site visit or technical walkthrough of the existing Plating Shop available before the Phase 1 deadline?

Answer 1: No. In accordance with the multi-phased Commercial Solutions Opening (CSO) process (DFARS Subpart 212.70), site visits and physical walkthroughs are not permitted during Phase 1 due to operational tempo, security considerations, and the streamlined nature of initial concept evaluations. On-site walkthroughs and facility investigations will be conducted exclusively for down-selected offerors invited to advance to Phase 2 (Pitch) and/or Phase 3 (Request for Solution Proposal - RFSP).

Question 2: Can a line-by-line identification of the plating and conversion processes be provided before the Phase 1 deadline?

Answer 2: No. Detailed process-flow packages and line-specific technical data are deferred to Phase 2 and Phase 3. These technical data packages will be released only to down-selected offerors invited to participate in pitch sessions or formal RFSP stages. For Phase 1 Solution Briefs, offerors should rely on the high-level operational descriptions provided in Section 1, Section 2, and Section 3.1 of the Call for Solutions.

Question 3: Can existing shop and line layouts, tank arrangements, and process-flow information be provided before the Phase 1 deadline?

Answer 3: No. Detailed facility drawings, line layouts, and tank arrangements are deferred to Phase 2 and Phase 3. These materials will be made available only to down-selected offerors.

Question 4: Can typical and maximum part/rack dimensions and weights handled by each line be provided before the Phase 1 deadline?

Answer 4: No. Detailed part family dimensions, rack configurations, and weight capacities will be provided to down-selected offerors advancing to Phase 2 and Phase 3.

Question 5: Can information concerning the existing bridge cranes and their controls be provided before the Phase 1 deadline?

Answer 5: No. Bridge crane interface specifications, control schematics, and mechanical details are deferred to Phase 2 and Phase 3 for down-selected offerors.

Question 6: Can existing electrical/control drawings and equipment information for PLCs, rectifiers, pumps, heaters, valves, and instrumentation be provided before the Phase 1 deadline?

Answer 6: No. Detailed electrical schematics, PLC architectures, and equipment schedules are deferred to Phase 2 and Phase 3 and will be released only to down-selected offerors.

Question 7: Can hazardous-location / classification drawings be provided before the Phase 1 deadline?

Answer 7: No. Detailed hazardous-location and safety classification drawings will be provided exclusively to down-selected offerors during Phase 2 and Phase 3.

Question 8: Can available information concerning existing utility, Industrial Control Network (ICN), and wastewater/process-support interfaces be provided before the Phase 1 deadline?

Answer 8: No. Facility interface requirements, ICN integration guidelines, and wastewater support specifications are deferred to Phase 2 and Phase 3.

Question 9: Regarding the Phase 1 Rough Order of Magnitude (ROM) level of detail — should offerors provide a conceptual ROM based upon a common modular automation architecture and the information presently available (with detailed line-specific engineering and pricing developed during a subsequent phase), or does the Government expect the Phase 1 ROM to account individually for the complete automation of each of the existing plating lines?

Answer 9: A conceptual / parametric ROM is required for Phase 1. Offerors do not need to provide line-by-line detailed engineering pricing or detailed cost buildups for each individual line at this stage. A modular, scalable ROM (e.g., core SCADA integration platform cost plus scalable automated cell/line units, or tiered implementation estimates) is appropriate. Formal, binding Firm-Fixed-Price (FFP) proposals with full line-by-line pricing will be solicited exclusively in Phase 3 from invited offerors.

Question 10: If additional existing-condition facility information will not be provided during Phase 1, may offerors clearly identify the engineering, interface, and utility assumptions underlying their conceptual solution and ROM for subsequent validation during site investigation and detailed engineering?

Answer 10: Yes. Offerors are expressly authorized and encouraged to state their foundational engineering, interface, facility, and utility assumptions in Section 5 (Technical Challenges) and Section 6 (Rough Order of Magnitude) of Attachment 2 (White Paper).

These documented assumptions will serve as the baseline for subsequent detailed engineering validation and pitch discussions in later phases.

Question 11: In Section 1 it states, “The Plating Shop at TYAD consists of at least 12 different lines/processes with parameters that can vary based on substrate, customer requirements, and other demands. Tank sizes range between approximately 36”x36”30” (LxWxD) and 144”x48”x64” (LxWxD). There are currently 5 runways, with 2-3 overhead bridge cranes on each, which are able to function over most of the tanks. The crane capacities range from 1 to 2 tons.”

In Section 3.1 General Requirements, Subsection b. “Interoperability with Existing Infrastructure: System must be able to control and monitor existing equipment (cranes, pumps, temperature gauges, rectifiers, ect.). If interoperability with existing equipment is not possible/practicable, appropriate replacements must be sourced which will be compatible with other existing equipment/materials (such as the solution chemistries, existing tanks, plumbing and electrical facilities, existing water treatment plant, ect.).”

In order to meet these requirements, Offerors would need to understand the each of the current lines and processes currently run today including substrates. Also, it would be useful to have a current physical layout of the tanks, hoist lines as well as an equipment list with manufacturer’s name, model numbers to understand how we can control/interface to them (if feasible).

Do you have any pictures and/or diagrams of the existing facilities?

Answer 11: No. Detailed facility pictures, drawings, line layouts, tank arrangements, equipment lists (including manufacturers and model numbers), and line-by-line process identification are deferred to Phase 2 and Phase 3. These materials and technical data packages will be made available exclusively to down-selected offerors invited to advance to the Pitch and/or Request for Solution Proposal (RFSP) stages.

For Phase 1 Solution Briefs, offerors should rely on the high-level operational descriptions provided in Section 1, Section 2, and Section 3.1 of the Call for Solutions. As noted in previous Q&A responses, offerors are authorized and encouraged to state their foundational engineering, interface, facility, and utility assumptions in Section 5 (Technical Challenges) and Section 6 (Rough Order of Magnitude) of Attachment 2 (White Paper).
