About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base is seeking Advisory and Assistance Services (A&AS) through the Advisory Support & Technical Requirement Administration (ASTRA) contract opportunity. The procurement will support the National Air and Space Intelligence Center (NASIC) with comprehensive technical intelligence and analysis capabilities across multiple mission domains, including electro-optical imaging, radar technologies, cyber/electronic warfare, foreign materiel exploitation, data fusion, and artificial intelligence. Potential contractors must possess Top Secret/SCI facility clearance and demonstrate expertise in advanced intelligence support functions. Interested companies must be registered in SAM.gov, have a NIST cybersecurity score of 110 or higher, and be capable of performing across complex technical and advisory tasks. The government will conduct an Industry Day on March 3, 2025, with one-on-one sessions scheduled from March 3-6, 2025, and companies must submit their initial capability statements by March 20, 2025.
The solicitation is considering a potential partial small business set-aside, contingent on demonstrated capabilities, with companies required to perform at least 50% of the total effort. The current incumbent, Riverside Research, has been performing these advisory services for over 20 years with approximately 220 full-time employees. The contract will be structured as a Multi-Award Indefinite Delivery/Indefinite Quantity (IDIQ) with a total estimated ceiling of $480 million, significantly increased from the current contract's $230 million. Labor contract line items will be either Firm-Fixed-Price or Cost-Plus-Fixed-Fee, with Other Direct Costs and Materials as Cost-Reimbursable. The ordering period is anticipated to be five years, with a target contract award by September 2025, and contractors will be required to establish a Sensitive Compartmented Information Facility (SCIF) within 25 miles of Wright-Patterson Air Force Base within six months of award.
