The government is seeking companies with expertise in advanced intelligence and technical support capabilities, including specialized areas such as electro-optical systems, synthetic aperture radar, multi-spectral imagery, cyber/electronic warfare, foreign materiel exploitation, data fusion, and artificial intelligence/machine learning. Potential contractors must have Top Secret/SCI facility clearance, ability to support Special Access Programs, and strong technical recruiting capabilities. The Air Force is considering a small business set-aside if sufficient interest and capability are demonstrated, with responses due by 1400ET on 20 March 2025. Interested companies must be registered in SAM.gov and have a NIST cybersecurity score of 110 or higher.

ASTRA NASIC A&AS SUPPORT Sources Sought
Advisory Support & Technical Requirement Administration (ASTRA)
NASIC Advisory & Assistance Services
CAPABILITY SUPPORT
Sources Sought
1. The Government is conducting market research and identifying, as potential sources, companies that may possess the expertise, capabilities, and experience to meet the requirements similar to the attached draft Performance Work Statement (PWS) (Attachment #1), supporting the National Air and Space Intelligence Center (NASIC), at Wright-Patterson AFB, OH. These requirements are currently encompassed within the following contract vehicle:
• NASIC Advisory and Assistance Services (A&AS) III: A&AS BPA #47QFLA22A0001
2. Companies are hereby advised that this is not a request for proposals and no contract will be awarded as a result of this sources sought. Companies responding to this request are advised that participation does not ensure opportunities for participation in future solicitations or contract awards. The Government will not reimburse any company or individual for any expenses associated with preparation or participation in this request for information.
3. The Government has not finalized an acquisition strategy for this requirement.
4. The Government is contemplating a Multi-Award Indefinite Delivery Indefinite Quantity (IDIQ) Contract with a five (5) year Ordering Period.
5. The Labor CLIN is anticipated to be Firm-Fixed-Price (FFP) or Cost-Plus-Fixed-Fee (CPFF), pending finalized acquisition strategy. Additionally, Other Direct Costs (ODCs) and Material are anticipated to be Cost-Reimbursable (CR) CLINs. The total ceiling is estimated at $480M.
6. No set-aside determination has been made; however, the United States Air Force (USAF) is contemplating a total or partial small business set aside for this acquisition if there is sufficient demonstrated interest and capability. Note that a key factor in determining an acquisition to be a Small Business Set Aside is two or more small business prime contractors must be capable of performing at least 50% of the entire scope of the effort, as defined in Federal Acquisition Regulation (FAR) 52.219-14(e)(1), Limitations on Subcontracting.
Small Businesses interested in performing as a prime should detail their capabilities for requirements listed in the draft PWS (Attachment #1); provide specific details and rationale as to how compliance with FAR clause 52.219-14 would be achieved and include specifics regarding joint ventures, teaming arrangements, etc.
7. If this acquisition is not a Small Business set aside, it is anticipated that contracts awarded to other than small business shall comply with FAR 52.219-9 Small Business Subcontracting Plan and FAR 52.219-14 Limitations on Subcontracting. Any Business interested in performing as a prime contractor for a total or partial small business set-aside should detail their capabilities for all requirements listed in the attached draft PWS.
Program Description
National Air and Space Intelligence Center (NASIC) requires advisory and assistant services contract support as outlined in the attached PWS and defined in FAR 2.101.
To ensure unbiased A&AS support, the offeror shall not participate in Task Order (TO) or Delivery Order (DO) work as a prime, subcontractor or consultant as part of any other contract supporting NASIC or one of NASIC’s mission partners, when the work is done in direct support of including but not limited to: NASIC, NASIC mission partner contracts, NOVASTAR, and/or MEGASTAR. In addition, the contractor’s expected program management and engineering support to NASIC contracting efforts will impose restrictions on the company’s ability to bid on other work.
Requirements The attached Draft PWS dated 10 February 2025.
Instructions
1. Attachment #1 is a description of the A&AS requirement and below is a Contractor Capability Survey, which allows substantiation of your company’s capability.
2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide adequate documentation may prevent the government from being able to adequately assess your capabilities. If you lack sufficient experience in a particular area, submissions are still encouraged, but please provide details explaining how you would overcome the lack of experience/capabilities prior to a contract award in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.).
3. Both large and small businesses are encouraged to participate in this Market Research.

The capability package must be clear, concise, and complete. The government is under no obligation to provide feedback to the company, or to contact the company for clarification of any information submitted in response to this request.

2. NASIC also requires personnel with program management skill, Knowledge of the Intelligence Community (IC) and working relationships, Artificial Intelligence/Machine Learning (AI/ML), and software development. With this in mind, describe your company’s ability to manage and track projects.
3. Describe your company’s ability to obtain/maintain a Top Secret/SCI level facility (SCIF) in accordance with Industrial Security Manual (DoD 5220.22M).
4. Describe your company’s ability to access Top Secret/SCI level facilities, other than NASIC, in accordance with Industrial Security Manual (DoD 5220.22M).
5. Describe your company’s access to collateral-level secure facilities, other than NASIC.
6. Describe your company’s ability to obtain/maintain Top Secret/SCI level personnel with the ability to support Special Access Program/Control Access Program (SAP/CAP) and Counterintelligence (CI) Polygraph requirements. Also include ability and experience to recruit and retain exceptionally qualified technical staff.
7. What is your experience quoting/pricing Firm Fixed Priced services tasks based upon a defined task order requirement? What is your experience with Cost Plus Fixed Fee service tasks?
8. Is the majority of your similar experience Federal or Commercial?
9. Does your company have the ability obtain a non-government SCIF within a 25-mile radius to NASIC and Wright Patterson Air Force Base, OH and/or is your company capable of submitting a concept approval request for SCIF construction and sponsorship to NASIC/A4SO within 6 months of contract award?

3. The response to Part I and II should be single spaced, 12pt font. In addition, identify a representative to support further Government inquiries and requests for clarification of the information provided.
Respondents should indicate which portions of their response are proprietary and should mark them accordingly. The USAF will handle proprietary items in accordance with FAR 2.101 and 3.104.
