The Naval Research Laboratory (NRL) Advanced Techniques Digital Integrated Electronic Warfare (EW) Simulation Branch, an organization within the U.S. Naval Research Laboratory (NRL) in Washington, DC, is a significant part of the national research effort on Radio Frequency (RF) and Electro-Optical/Infrared (EO/IR) antiship missile simulators, a large hardware-in-the-loop simulation facility, and virtual (digital) and signal processor in the loop simulations. In support of the mission, the simulation assets directly support the effectiveness evaluation of current and future EW systems and techniques in the RF domain.
The objective of this procurement is to obtain the necessary Research and Development support for the research, development, integration, and test of the Advanced Techniques Digital Integrated Electronic Warfare (EW) Simulation Branch. Specifically and as it relates to the above, the contractor will be required to provide R & D support for scientific, engineering, maintenance, project management, and testing services necessary to support the Electronic Warfare Simulation RDT&E and maintenance programs performed by the TEW Division of NRL.
Personnel proposed to work on the resultant contract shall have a Sensitive Compartmented Information clearance or be eligible to obtain the aforementioned clearance prior to proposal submission. The contractor shall have at least a SECRET facilities clearance and SECRET storage capabilities prior to proposal submission. The solicitation, when issued, will contain specific security requirements. A DD254, Contract Security Classification Specification, shall be applicable to any prospective work covered under this solicitation.
Note: NRL does not sponsor clearances for contractors.

The North American Industry Classification System (NAICS) code chosen for this requirement is 541712, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology).
A complete Statement of Work (SOW), personnel requirements, and contract data requirements will be available as part of the solicitation. This solicitation is 100% Set-Aside for Small Businesses. It is anticipated that a Indefinite Delivery, Indefinite Quantity Contract with Firm-Fixed Price and Cost-Plus-Fixed-Fee term type task orders will be made as a result of the solicitation.
NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. The actual closing date for proposals will be stated in the solicitation when issued.
