STATEMENT OF WORK

ELECTRONIC WARFARE (EW) SIMULATION SUPPORT SERVICES

1.0 INTRODUCTION

The Naval Research Laboratory (NRL) is responsible for research and development in support of the Navy's Tactical Electronic Warfare (EW) missions. This Statement of Work describes the engineering and technical support services to be provided.

The primary mission of the Advanced Techniques Digital Integrated Electronic Warfare (EW) Simulation Branch is to conduct a multifaceted simulation program to advance U.S. Navy research, development, test, and evaluation (RDT&E).

Under OPNAV sponsorship, the Branch provides for the research, development, operation, and maintenance of Radio Frequency (RF) and Electro-Optical/Infrared (EO/IR) antiship missile simulators, a large hardware-in-the-loop simulation facility, and virtual (digital) and signal processor in the loop simulations. These two simulators are the primary focus or this NRL groups work and are the primary technologies that need contracting support. They use advanced sensor designs that capture imagery, store raw digital data and process, in real time, the scene to simulate threat systems and provide effectiveness data to NRL sponsors.. These simulation assets directly support the effectiveness evaluation of current and future EW systems and techniques in the RF domain.

Currently, NRL utilizes three (3) NP-3D research aircraft that are part of the Scientific Development Squadron One (VXS-1), located at the Naval Air Station, Patuxent River, Maryland. NRL also utilizes modified Lear 36’s that are under contract to PMA-207 and are operated by L3 Communications, Flight International LLC division (hereafter referred to as L3/FI) at the Newport News, VA airport. NRL also uses Phoenix Air operated Lear Jet aircraft that have been certified to tow flying simulators that collect realistic data (these are needed for a new class of Towable Simulators designed, operated, and maintained by NRL).

2.0 SCOPE

The contractor will provide scientific, engineering, maintenance, project management, and testing services necessary to support the Electronic Warfare Simulation RDT&E and maintenance programs performed by the TEW Division of NRL.

The contractor will provide on a level of effort basis, an estimated total of 16,200 annual person hours of technical work including consultants and subcontractors. Since each RDT&E effort may vary considerably in the scope of required support and in the complexity of the deliverable products, the contractor should be prepared to provide flexible solutions ranging from a small portion to the full scope of the effort. Some of these tasks require personnel with SCI security clearance to fully access the data sets related to the projects. These services include three tasks:

1) Assist in the design, development, operation, and maintenance of EO/IR and RF missile simulators and related equipment

2) Conduct engineering analysis and performance evaluation of Electronic Warfare systems.

3) Provide software development and information technology services in support of NRL Code 5750 operations.

3.0 TECHNICAL REQUIREMENT

The technical requirement is geared towards the accomplishment of Task Area 1, Task Area 2 and Task Area 3. The specific tasks areas to be performed include:

3.1 TASK AREA 1

The contractor shall assist in the design, development, operation, and maintenance of EO/IR and RF missile simulators and related equipment. This may include flyable and land-based EO/IR and RF systems and simulators, and other machine vision devices developed by NRL. These services will be performed at multiple locations including on the Navy P-3, alternative commercial aircrafts, NRL facilities, and field sites.

1) The contractor shall prepare engineering data, design specifications, schematics, and installation drawings to support design, modification, and installation of EO/IR simulators and data collection devices.

2) The contractor shall design, write, and maintain application specific government owned software that will drive and control simulators, test gear, other custom devices, and OEM devices used by Code 5750 in fulfilling its missions.

3) The contractor shall produce schematics, layout drawings, and printed circuit boards for all computer interface boards.

4) The contractor shall fabricate interface cables for the simulators to be used at NRL and its field sites.

5) The contractor shall fabricate and test all fiber optic links and cable harnesses between the computers installed in the fuselage and the computers located in the aircraft wing pods or in the nose aircraft nose sections.

6) The contractor shall perform mechanical, electrical, and structural changes to simulator pods accommodate equipment installation/removal in NRL laboratories and onboard field test platforms.

7) The contractor shall inspect and operationally test equipment design changes and installation to verify performance acceptability during flight and ground operations, installation integrity, and suitability.

8) The contractor shall perform project management services for simulation and test events.

9) The contractor shall coordinate events with government and third party organizations.

10) The contractor shall prepare coordination support documentation containing design information, installation data (i.e., weight and balance calculations), and flight schedules for all EO/IR simulators.

11) The contractor shall subcontract for test support services and vehicles such as aircraft and boats, as needed to support simulator tests flights and operational tests.

12) The contractor shall collect, correlate and analyze test data from all EO/IR simulators and test instrumentation used in the lab and at field sites.

13) The contractor shall prepare tables, plots, and provide data reduction of the EO/IR simulator data collected.

14) The contractor shall prepare evaluation reports detailing test results in regard to laboratory and field measurement programs. This may include analysis of fleet operational systems.

15) The contractor shall provide engineering analysis, upgrade design and development, and maintenance services for the gimbal systems used in the simulators and instrumentation systems.

16) The contractor shall provide mechanical and electrical services to install the EO/IR Simulators on commercial aircraft such as the Lear jet aircraft.

17) The contractor shall assist in the design, fabrication, and test of EW systems and components such as computers, optical systems and other system devices.

3.2 TASK AREA 2

The contractor shall conduct engineering analysis and performance evaluation of Electronic Warfare systems. This task may include analysis and evaluation of the design, capabilities, limitations, operating charachteristics, and fieldability of various developmental and operational EW equipment during land based and at sea events. EW equipment may include electromagnetic and optical components and systems.

1) The contractor shall perform RF measurements such as phase, amplitude, insertion loss, return loss, and isolation on active and passive microwave devices.

2) The contractor shall perform spectrum analysis measurements on active microwave devices.

3) The contractor shall perform radiation pattern and gain measurements on microwave antennas.

4) The contractor shall perform radar cross-section measurements on various radar reflecting objects.

5) The contractor will perform pre-test operational inspection and test operation of NRL test assets for land and sea testing.

6) The contractor shall collect, correlate, and analyze test data from RF simulators and EW systems.
