About this opportunity
NASA's Johnson Space Center is seeking capability statements from U.S. commercial entities for the development of Advanced Spacesuit Regulators (ASR), specialized oxygen regulators that enable Extra Vehicular Activities in Low Earth Orbit and lunar destinations. These regulators must provide precise oxygen pressure control during prebreathe, EVA operations, post-EVA airlock procedures, and Decompression Sickness treatment, functioning as modular, drop-in solutions compatible with the existing Exploration Extravehicular Mobility Unit (xEMU) spacesuit design. The procurement will utilize a Cost-Plus-Fixed-Fee contract structure with full and open competition under NAICS code 336419, and evaluation will focus on technical approach, team capabilities, and cost realism. The original Sources Sought responses were due February 12, 2025, and NASA has since released a Draft Request for Proposal with comments due June 10, 2025, followed by an anticipated final RFP release on June 24, 2025. The planned contract award date is October 1, 2025, with a performance period ending no later than June 30, 2027.
This opportunity does not include any set-aside designations and will proceed under full and open competition with a small business size standard of 1,050 employees. The procurement includes a base period and up to three option periods, with key deliverables requiring at least two qualification units by December 2026 and up to four flight units by fiscal year 2028. Technical specifications mandate a maximum assembly mass of 5.5 pounds and specific voltage and current requirements for transducers and sensors. Seven companies have already expressed interest during the Sources Sought phase, including four small businesses, two large businesses, and one small disadvantaged business, representing organizations such as Moog Inc., Sierra Space, and various engineering firms across multiple states. The Buy American Act applies to this procurement, restricting participation to domestic suppliers for the specialized space vehicle components.

NASA/The Lyndon B. Johnson Space Center (JSC) is hereby soliciting information from potential sources for the development of non-commercial Advanced Spacesuit Regulators (see attachment). These oxygen regulators are used to enable Extra Vehicular Activities (EVAs) in Low Earth Orbit (LEO) and lunar destinations. The regulators provide the necessary oxygen pressure control for the crew member during prebreathe, EVA, post EVA airlock operations, and Decompression Sickness (DCS) treatment. The regulators are intended to be a modular, drop-in solution that can be implemented within the existing government reference design spacesuit, the Exploration Extravehicular Mobility Unit (xEMU).
The National Aeronautics and Space Administration (NASA) (JSC) NASA is seeking capability statements, Rough Order of Magnitudes (ROM) and a notional schedules that incorporate innovative ideas, novel approaches, relevant state-of-the-art commercial technologies, and industry proposed solutions.

Through this Sources Sought, NASA invites feedback from all U. S. commercial entities, which could lead to the potential development of a new oxygen regulator for spacesuit applications. NASA’s objective is to engage industry stakeholders in providing valuable insights to assist in the development of non-commercial spacesuit regulators. This collaborative effort aims to ensure that the final product meets the highest standards of functionality and safety.
FAR 52.225-1, Buy American Act, is applicable. Supplies will be applicable to this procurement. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Supplies," the offeror shall so state and shall list the country of origin.

The National Aeronautics and Space Administration (NASA) (JSC) NASA is seeking capability statements, Rough Order of Magnitudes (ROM) and a notional schedules that incorporate innovative ideas, novel approaches, relevant state-of-the-art commercial technologies, and industry proposed solutions.

Through this Sources Sought, NASA invites feedback from all U. S. commercial entities, which could lead to the potential development of a new oxygen regulator for spacesuit applications. NASA’s objective is to engage industry stakeholders in providing valuable insights to assist in the development of non-commercial spacesuit regulators. This collaborative effort aims to ensure that the final product meets the highest standards of functionality and safety.
FAR 52.225-1, Buy American Act, is applicable. Supplies will be applicable to this procurement. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Supplies," the offeror shall so state and shall list the country of origin.
No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized on SAM.gov. Interested firms are responsible for monitoring this website for the release of any solicitation or synopsis.
Interested parties with the necessary capabilities to meet the above requirement should submit a capability statement, Rough Order of Magnitudes (ROM), and a notional schedule. NASA/The Lyndon B. Johnson Space Center (JSC) is hereby soliciting information from potential sources for the development of non-commercial Advanced Spacesuit Regulators (see attachment). These oxygen regulators are used to enable Extra Vehicular Activities (EVAs) in Low Earth Orbit (LEO) and lunar destinations. The regulators provide the necessary oxygen pressure control for the crew member during prebreathe, EVA, post EVA airlock operations, and Decompression Sickness (DCS) treatment.
